1. When they increase the xp gains people go through old content faster thus skipping over a lot more stuff. Debatable whether or not Blizz cares about this or whether they even should care. It is old content after all.
actually they do care. it's the same reason they have to have some type of lore attached to everything. Because there are players out there that feel they're whole world would collapse if there wasn't some kind of reason of why things are the way the are real or fake. So making all the early content completely irrelevant is not what they want. I believe this last expansion was the last time they're reducing the 1-60 req exp. i see them possibly reducing 60-80 a bit more.
with the release of cataclysm they'll be streamlining questing in azeroth and also changing some of the content itself. They definitely won't want you just skipping over it and they want those that enjoy the lore to be able to go thru it. if they just outlvled it really quick they wouldn't enjoy it as much.
i'm sure when they get closer to the 100 cap they'll put out more heirlooms so that people who have gone thru the content already and feel they want to skip past it as quickly as possible can just wear all the heirlooms with 10% increased xp.

3. Levels ARE stored as a 2 digit number. The amount effort it will take to change cannot be expressed in linear time.
False, levels are stored as an 8 bit number, which means the number can range from 0 to 255.
I'm pretty sure the first guy was joking, as it would imply COBOL implementation (capitalized not for emphasis or to 'yell', but because spellchecker says lower-case is a typo).
The fact that private servers let you level to 255 ... apparently as someone posted, doesn't mean blizzard fully supports that number. if you're talking about technical limitations of 8-bit number, than if it happens to be signed **somewhere** in code (all java-code is signed, so if they have some java somewhere in lets say 'level-creating' code), than the max goes down to 127 (range of -128 to 127).
But I don't believe this technical detail is the issue that is the reason for next max being 85. I'm sure it has psychological reasons for being 85 instead of 90. They are probably kicking themselves for getting to 80. A new player is probably intimidated when someone tells them "buy this game, level for 80 levels, than you can raid in my guild".

I just feel like, with only five more levels with Cataclysm, there won't be as much content...and they'll still charge what they did for Wrath...
I sincerely hope you are joking. From what I've seen so far, it seems like there will be FAR more content than Wrath.

One idea is kinda like presige, you get sent back to level 1 from 100 and only level half as fast but you can earn rewards such as special items for your alts that can only be earned this way.
Just an idea i have seen many an MMORPG do.

Why does Blizz fear level 100?
Because they know that a level 100 Lazer Chicken can easily shoot down that Death Star Mr. Kotick is building, so they're giving him time to finish it before toons can level to 100.
