Yes you can.
edit:
Specifically:
#showtooltip Iceblock
/cancelaura Iceblock
/cast Lifeblood
/cast Iceblock
Will do what you want. Cancels Iceblock if you're already in it, otherwise will cast lifeblood and iceblock (might also cast lifeblood if you're in iceblock and haven't used the ability, but I'm not 100% sure).

If Lifeblood doesn't use a gcd then that should be right based on my knowledge.
I don't know if you really want to have your macro also incorporate your first aid. Instead I would suggest merely binding that to another action bar slot with whatever modifier you are wanting to use.

Maybe
#showtooltip Iceblock
/target Name
/cancelaura Iceblock
/use Heavy Frostweave Bandage
/cast Lifeblood
/cast Iceblock
May have some error that I am forgetting, but that should be generally right. I would suggest putting the cancelaura part before your First Aid in case you ever want to come straight out of ice block and start bandaging. It looks wrong to me the more I look at it, though, so I will have to check it out on my mage in a bit. Let me know if you figure it out.

It will keep going after the cancel. In other words, if you have lifeblood available (not on cooldown) and are in iceblock, hitting that macro will cancel iceblock and cast lifeblood. However, if you only ever use this macro to put you into iceblock it will never happen since lifeblood will always be cast before entering iceblock.

yes channeling the bandage will prevent the other two from casting (or the other two casting will kill the bandage can't remember)
