It's worth it for holy, but unless you know you'll be able to get a steady set of tier marks, it's not worth the stats for disc. Holy get's a benefit from both spells, even if they don't shield nearly as much (I still shield to proc Body and Soul).

I don't think their is really a good answer for this question. It's all about what you do in the raid, as well as how often you switch specs.
Do you switch between holy and disc a lot?
If so, then 4piece wouldn't be too bad of a way to go IMO.
Do you switch between Disc and Shadow a lot?
In that case why not go 2piece disc and 2 piece shadow? (The shadow pieces that have haste/crit on them)
Do you shield spam?
Then 4piece wouldn't be bad for that.
The list of things goes on and on...just look at the bonus and see how much it would actually affect you and what you do. If you think it's worth switching over go for it! If not, then ok as well!

I actually look at the set choice as a matter of opportunity cost. The 4pc set bonus is ok, but it's not astounding. So if I were to compare what I get with the T10 versus other (and my opinion) better, equally attainable items, I would say that you're trading out a TON of spirit for a TON of Haste/Crit and even Spellpower in some cases.
Given the choices to use T10 or other non-tier pieces, I think you actually gain MORE from using the non-tier pieces, ESPECIALLY if you're buying 264 pieces and are unlikely to get 264 tier items.
Yes, the 5% bonus to your PWS is nice if you're a bubble spammer, but I think having enough haste to drive down your GCD + crit to get off those nice PWS Heal crits (so you're increasing your amount of DA's) outweighs the T10 set bonus.

But it still varies on how you heal/how often you are one spec over the other/and (as you mentioned but I did not) the Ilevel of gear we are talking about. For someone, like myself, who switches between holy and disc for various fights every raid night, I find have the 4 piece bonus very good. And simply switch out my haste staff for holy, to a one handed crit weapon/offhand so I personally don't feel like I'm losing much for getting the 4piece. (I'm also now starting to get into completely 264+gear)
But for someone who is going to stay in 251, then ya I see how the 264 off pieces could be more worthwhile than getting the 4 piece.

For shadow, go with 4p t10 or go home.
I raid all 3 specs, for shadow (MS) I have 4p with (2 t10.5). For holy, I have 4p t10 (2 t10.5). For disc, I have 2p t10 (one t10.5). Before you ask, any t10.5 I have for healing comes from VoA.

I'm Disc/Shadow, and i swap quite frequently. 4pct10 Shadow was my first priority (by using chest, shoulders, helm, and pants) and i swap out the pants for something with more desirable for Disc since they're bogged down with hit. I also grabbed the haste/crit gloves from the badge vendor. -drools-
I currently have no pieces of t10 holy, and unless i win them from VoA, don't plan on getting them.
There is something i've noticed though. Unless i'm in a 25 man, If there is no replenishment, my mana regen has gone out the window. I can keep myself up with vigorous use of cooldowns and what not, but I now have to keep an eye on my mana since dropping all my spirit for more desirable stats. Keep it in mind ^^;

Even at measly 30,000 mana, replenishment gives 300 mp5. Given how much less mp5 disc gets over holy, the buff is huge.
