Panderen are going to either remain as a neutral, happy clappy race of beer drinking warrior monk people, or join the horde, because blizzard like to put a twist on things.
Most likely it'll be the first one, and the panderen home city will be a neutral place.

I would very much appreciate it if all of the Buzz Killingtons could stop saying the Pandaren won't become playable. :P
Blizzard has never denied adding the Pandaren in as playable, but they've never exactly said they were definitely going to either. So, in my mind, that means, "Yes we'll put them in, and they'll be playable, and they'll be Horde to make things easier on HiVolt," so... yeah.
Don't kill my dreams.

part of the reason why some doubt they will be avaliable is because they started off as an easter egg by sam wise who's notorious by his obsession with pandas.
that being said, this little easter egg, got so popular that they added background and lore to the pandas and now they have as much potential to be added as any other race.
going along what we've seen , the tuskarr were made NPC-only race (high disapointment U_U I expected them to join the game) so there's a high probablity that they add pandas as NPC's only.
why? cuz players love the pandas so much that whoever doesn't get them will do a nerd-rage of the size of a mountain. I know I'll hate it if they add them to the alliance, and pretty much every alliance player will also hate it if they add them to the horde, because everyone loves pandas, but if these pandas also happen to be SAMURAI-PANDAS WITH KATANAS, you can guess how large the fan-base is for this particular race.
the best solution to not upset the fans would be to add them as neutral NPC's.
that being said, I can give a rat's ass about balance XD I want them on the horde and that's that.

This pretty much sums up all of my thoughts on the matter.

ITT: Hordies want Samurai katana-wielding pandas.
fixed, why everyone forgets the samurai part? :P
pics like

are made of a 100% pure F-ing win mixed with awesomeness and bad-ass so off the charts it can make even saurfang look tame.
Yhea, I'm risking a cleave, but it's the plain simple truth.

The Pandaren are the exception that proves the rule.

The Pandaren are the exception that proves the rule.Nope. Saurfang doesn't care for any rules. There's just nothing more badass than him. It's one of the universal laws of reality. You ever seen the exception that proves gravity? Or inertia? I dun think so.

Saurfangs jump, the swing of Saurfang's axe.
Also, I've officially seen the first Wiki-troll ever!
santa clause is coming to town and he is riding on a horse.
On inertia. Twice, with absolutely no grammar or context to surrounding sentences.

The fact remains. If the panderen join the horde, there be badass. If they join the alliance, there be softcore. So blizzard would likely just have them inbetween.
(And yes, the fact is until the twili... urm, Worgen came along, the alliance had nothing remotely badass about it, so 1/6, well horde remains at 5/6 on the badass scale)

The Night Elves and there defending Kalimdor for 10 thousand years, the Humans Dwarves Gnomes and High Elves just rocking the Horde during the Second War, the Draenei and their survival for 25 thousand years remaining uncorrupted.... yup, nothing bad ass about any of that.

That just makes them as standard, not even remotely badass.
