Why aren’t there more dual-specced dps/tanks or dps/healers (or even tank/healers) out there?

Does having to pay 1K to dual-spec turn people off?
I suppose it turns quite a few people off, but I think the latter point is the bigger reason. 1kG is relative chump change for being an 80 running heroics every day.
Are people afraid of having the ‘responsibility’ of tanking or healing? What gives?
You nailed it.
For two reasons: First is the obvious one.. just plain not wanting to tank or heal. This is completely understandable.. I mean, really.. if I had been Fury DPSing in raids for the last three months and I hadn't even looked at my tank gear since then.. and then a tank d/c's during a H HoR run.. do you really think I want my first tanking experience since October to be Halls of Reflection? ;p I lose my dungeon cooldown debuff if the group disbands, so then I'll just requeue.
Not only that, but gearing yourself as a tank also means you'll need to enchant and gem yourself as a tank. That starts getting pretty expensive if you have to maintain two sets of gear.
But that's another thing.. I guess I take things to the opposite extreme. Some DPSers may feel it is more stressful to tank or heal so they DPS and feel a good bit of the burden is lifted. I'm the other way around.. I feel like some of the burden is lifted when I'm a tank or a healer. There is this weird gray area for DPSers that, depending on the party leader, may make the rest of the party think you're an awesome player or an asshat.
Got off on a tangent.. but the second reason is kind of a consequence of the first reason: gear. For the first few days of my warrior running heroics, I was gawked at for running dungeons which I may have been considered somewhat overgeared for a year ago with only 22k hp. The PuG mentality, at least on my battle realm, seems to be one of "run it my way or i'm leaving." Take a look at my priest for example, who has run like 2 heroics in his life.. Gundrak pops and the tank has like 47-49k hp after pw:f and kings.. I'm thinking, wow this is gonna be easy. And it was easy in the respect that he didn't even really need me to get through the dungeon. ;p But even still, I think I spent most of the dungeon sitting around 5k mana of the 15-17k I had at the time, which is low for me.
And I guess bag space isn't that much of an issue when you can just teleport to dalaran and teleport back to the dungeon to pick up your tank gear. But that's another thought that popped in my head.

You nailed it.
Also, a large portion of the people who don't dual spec out of DPS already suck at the easiest role in the game. It's probably for the best that they don't spec for healing or tanking, otherwise and in an alternate universe this thread would be about "why do so many people suck at tanking?"

Most hybrid DPS raiders who are actualy stuck to their role(aka, some enh shamies wil never ever be asked to heal, same with me on my furywarrior, they don't ask me to tank) have their second spec is "funspec", it is prot atm yes, but it is to tank lesser heroics and ofcourse some good old BG fun.
On the other hand now for LK I wil change it into an armsspec for raiding, and after that's done I wil probably do arena and change it into a cookie cutter PvP armsbuilt.
I can tank, I think even I can tank pretty damn good having done it a lot in TBC, tanking heroics without cc was a cakewalk for me back then and I also leveled up from 70-80 tanking.
But yea, you get into a guild and shape you to the things you enjoy and for me that's al out fury DPS in raids. Except for people that don't know me nobody wil even think about asking me to tank.

Paladin FTW i say... i was tank till i joined my current guild, but they needed my dps so they helped gear me up. ofc it is expensive but 1 week farming hc's doing VoA and a 10man pug of Icc10 can get you 1 priom saro wich, on my server anyway, gets you 1600-1800g. this got me gems and enchant for my current dps set. Also, the pug thing gets you some stoneshards every once in a while and with these you can get honor to buy Epic Gems. So i even though i am maintaining 2 specs at once i make about 1.5k each week and use about 300-400g on flask and the occasional upgrades.
One other thing to consider is that you are only seeing the part of the population that doesn't duel spec. Almost noone that actually has a healer or tank spec will end up being assigned as dps by the LFD tool. So you have to include most of the tanks and healers you run with and look if they also have a dps spec that doesn't get used for random groups.
This. If someone has a tank/healing spec, they'll use that to sign up for LFD for the shorter queue. It will be a very rare case when someone who can fill another role signs up as dps. I only ever do it when I'm completely sick of getting whined at for having 32k lolhealth on my pally, or when I can hitch along with a guildie tank/healer.
Also whenever i to the random of the day i queue as DPS because i dislike tanking in HC's, it gets boring lets face it, tanking Old Kingdom for the 70th time isnt that exciting. But if the tanks DC's or acts like an ass i let the grp know that i got Tank, and i do the rest of the dungeon, cuz i cba to wait for a pug to either fail or get a new tank.

While true that there are a lot of lousy DPSers in the game, I've run with a lot of horrible tanks and healers. A bad player is just that, bad at everything. A great DPS would probably make a good tank or healer because they understand the mechanics of the game. The issue is whether or not they want to be.
Honestly people could complain about anybody playing a Rogue, Warlock, or Mage. They could call them lazy because all they can do is DPS but that might be all they enjoy.
As a tank, I'll take someone who WANTS to heal over someone who heals to be useful any day. Same goes for DPS. I hate hearing "oh you're full on tanks? I can just DPS then". There's a huge difference between a good DPS and someone that just does it to get a spot in a group.
Meh... I know that some dk's go blood instead of frost and some paladins turn of their Righteous Fury and call themself's a "Dps". But just cuz i asked for tanking first doesnt mean i suck at dps'ing, i know what i need to do as Retribution, and in all modesty, i do it more than well.
I know, I know... not every1 has the heart, time or desire to lvl another char to 80, tbh this wont take you more than a couple of weeks with the BoA and some focused 2-3hours periods. Also i understand that now every1 wanna spend their frost emblems on Prim Sar, but my drood makes do with the random Triumph / Icc10 stuff i can get my hands on. The gear aint that bad, and i rather focus on my paladin.
Ofc i have the added benefit of a strong guild, who most often lets me run any random dungeon on 15-20min, i can tell that we once managed to get trough Halls of Stone in about 12 min, that being with 2 pug dps'. Anyway... i think i got off track somewhere >.< but face it some people dont have the money to put dual spec on each and every alt, hell i got 7k atm but i aint putting it on my lvl 40 warlock... but just cuz you know some1 has that tank or healing spec that can get you trough a dungeon, dont count on them to do it, cuz there is a reason they queued as dps...

Everyone has said why... Some people just don't like tanking and/or healing. For example, I have a hunter, because I didn't think I would like tanking or healing. When the LFD tool came out though, I leveled up a new priest to try out healing, and love it. So I know now that I have a little more flexibility as I can play a DPS-only class or a hybrid heal/DPS class. However, I really don't want to try tanking, it just doesn't seem fun.
One of the problems though with dual-speccing is not just the initial cost of 1,000 g, but also the cost of gearing up both specs. Even while leveling, you have to play both specs regularly if you want the gear to be up-to-date. And also, it's hard to do two roles before 40 since you don't have dual-spec, and if say you're a feral-specced druid, and you have somewhat decent healing gear, you're always going to get one person in every group who calls you a noob because you have the wrong spec.
Like my druid, I was going to do this but the constant complaints by people got too much, so I'm now just leveling her purely through dungeons at resto, and then at 40 I'll get dual-spec.
