Country, nation, society or whatever is made of it's people. Your statement sounds incomprehensible.
Not all people are represented equally, or at all though. His statement makes total sense - politically speaking America was going down a bad road during the Bush years, and as a result it might not be liked by some people, even if people don't have a problem with American citizens.
