'It's not like we're gonna put everyone in chains. I'm talking about a tight system where we have control, but allow the civilians to have their freedom.'

Character: Brigadier General Horseworthy.
"I understand that Captain, but I am saying if we make the first move to attack we shall bear the consequences. If we want to make a fair treaty the enemy must also benefit from it so that they make peace, however we don't want them to benefit too much, or we shall seem weak." "Besides," Horseworthy continued, turning towards Ilham Brewsword "although at worst we could have a civil war amongst our people as long as the army remains faithful we can maintain power and keep everyone in live."

"Hmph...The orcs understand more than the others of the Horde. I for one, would like ALL undead to be wiped from Azeroth....yet you clame it is inhumane? Walking corpses have no compassion. But, because you you lot....i've came up with a list of things. I still don't agree with them." He sat up in his chair and cleared his throat. It sounded like a rough bark. "First off, the orcs are not allowed to study in depth, the powers of the mage or warlock. Punishable by death. The Undead forces are not to study priesthood or step foot, anwhere near Gilneas OR Northrend. Punishable by death. Blood elves are only to study the arts of the warrior, the rogue and priest. Trolls are not allowed to hunt on their own, due to their desire for flesh that is not of beast or fish. If found hunting humanoids, they sall be killed. The tauren, i am having trouble with. They seem to have no flaws. I shall leave them for now. And the goblins are to withdraw from the horde and return to their neutral status.". He looked around the room again. "Is that better?" he said, spitting the line out bitterly.

Vanndar sat, listening to the continued squabbles of those who had nothing better on their minds but a complete death of the Horde. He felt sorry for them. "If there be anythin' I've learned in my time fighting in Alterac and the various other battlements I've stood on... We'll never be able to kill all of 'em. I agree that we need to continue fightin', but once they be scattered, they'll be gettin' harder and harder to find, let alone kill. We haven' got a hope of roundin' 'em all up and doin' the job that way."
"We cannae underestimate the spirit that each member of the Horde has. They'll keep fightin' no matter the circumstance, and they'll take us all down with 'em when they fall. To break 'em by genocide has no guarantee of a sound victory. At best, it'll be hollow. At worst, we'll be scattered along with 'em."
"No, concise militaristic victories be the only way we have a chance at beatin' 'em in any game of battle. Now, if we can come up with a treaty that'll make 'em sign, though I don't see it as bein' possible... it would be the best way to ensure we don't lose too many more soldiers. Any other way, and we're in for a long, hard fight."

"If we spare them at all i suggest that we force the orcs to return to Outlands and the Blood elves should have there land taken and returned to it's rightful owners, the high elves." she said.

"Then we'd have an entire city, and army of mana addicted, crazed elves roaming the land" he replied.

"And where have you been for the last twenty years, Greymane? Sittin' behind yer damned wall. Where the bloody hell were you when our people were fightin' off the Burnin Legion and the Scourge and the Silithid and all the other forces we've had to contest against? I'm amazed ye even got a seat at this table! This is a council for treatise or war, and ye haven' got either notion in yer mind. All ye care about is yerself and yer own damnable revenge. Bah!"
He spat on the ground mumbling in anger to himself.

Genn slammed a large furry claw on the table. "My interest was for the safety of my people, dwarf!" he yelled. He pointed to his face, more so the scar on his eye. "This came from trying to control my people! How long would you have lasted if we where there, at Hyjal or more recently, Icecrown. You would of had the scourge AND a band of feral worgen upon you!"

'Master Brewswrod is correct. This is not the place nor time to fight amongst ourseleves. The certain restrictions Lord Greymane has supposed, I believe they are a step in the right direction'.

"We impose those conditions and we'll have ourselves in a fight deeper than we can hope to climb out of. I know as well as they would that limitations like those would ruin 'em. Anythin' less than a small gain in their favor, and they won't dare sign that treaty, unless it's in the blood of our soldiers."

"We need to be harsh on them!" he replied, angrily. "If we are to be soft on them, then we may do nothing at all! They can regain their strength, more so, the power of the legion if the orcs chose so. We need to take their privilages!"

'I did not claim we need to use the exact guidelines Genn proposed. We need rules the Horde too can agree with. For instance, I say we make Warlock magic's illegal, as they have suffered from the Legion, they would understand. Those of them who disagree will be left out of the new, better era.'

"Privilages? They see themselves as a free state! They are a nation unto themselves, with nothing less than keeping their honor and strength intact in mind. To limit their "privilages" that they have set upon themselves would be an affront to everything they've tried to accomplish for their people in the last 20 years. If we limit them, we damn our own people to a lifetime of warfare."

Genn raised a furry brow at the dwarf. "So what you propose is we punish ourselves so they feel happy? Do you even think before you speak?"
