When I'm in a really bad mood, have warned them repeatedly, I let them die. If I haven't given at least 3 warnings though, I hold off.
EDIT: This is after dealing with these issues since BC. It's kinda some pent up anger. Only recently started doing it :P

I don't care if DPS constantly pull aggro in heroics. At least it's not boring that way.

I don't do it in situations like your's, those kinda things make healing the dungeon fun now that they are so easy. I find myself letting people die if they are standing in fire, void thingys, gasses, auras and what have you.
These are the people that NEED to learn. Not standing in fires is key to raid success, because raid fires and things WILL kill you, unlike the somehow "less-hot" heroic fires.

I normally let people die if they continue doing stupid things, such as standing in bad stuff or pulling aggro. I have seen more horrible players recently for example people in cloth standing next to the mobs they are attacking.

I don't normally stop healing for DPS being overzealous, but that is mainly because I have just come to expect an occasional DPSer that doesn't know how to play his class right. What I will stop healing a person for is ninja'ing, intentional pulling when they aren't the tank (and weren't asked to), general disrespect (to me or somebody else), or for just rubbing me the wrong way too much.
I could go into more details on when I think it is good to stop healing somebody, but I think you get the idea. However, I will say, I won't stop healing somebody if I think it will cause a party wipe (unless the whole party needs a lesson).

No, it's never ok.
Do your job as healer.
If the dps is too trigger happy you can tell him to be more careful.
If he keeps pulling aggro you prioritize the tank, make sure that you and the tank are perfectly safe and then heal that dps with the spare time you have. If that's not enough and he dies - his fault.
But if you have spare time, no tank healing is needed then you never ever let someone die on purpose. It's just bad.
By the way usually in HCs it is expected to just blast through as fast as possible. A dedicated tank isn't even needed anymore with well geared melee dps plate classes at 30k hp. In almost all HC runs people just go crazy on their AoE to make the run go fast since it is simply expected from the healer to be able to heal the group. HC damage isn't really high anyway, who cares if a dps is getting hit a bit? As long as it makes the run faster everyone wins.

I play a hunter and a priest, so I can see both sides of the issue here. (Granted, neither are at 80, but I still have experience playing both of them)
I try to heal my DPS as much as I can. If I've got the time and the mana, they get healed. Well, that is unless they feign death after getting *!@#loads of healing from me, causing me to pull aggro and die. It's usually hunters that drop aggro late and cause me to pull, so I'm gonna direct this at them.
These hunters you group with obviously don't use a threat meter. As soon as I see my threat approach the tank I either FD or stop firing if it's on cooldown. I really don't give a frak about my DPS as I'm still leveling and my pet will still be attacking the mobs.
You have metal armor (yes, mail is made of metal). Some of you might wear some leather, but it's still better than what I have. I have a robe. You can handle that warrior bashing you with his huge sword, or that rogue slashing you with his knives. I can't, even with Inner Fire I still take a lot of damage from it.
Priests have Inner Fire and PW:S. And Fade. Playing my priest, I've noticed that this is enough to get aggro off me. But I do agree with you in that leather/mail/plate wearing group members should get the aggro off the healer. Obviously it's the tank's priority, but sometimes the tank doesn't notice it. If I see the healer getting attacked, I usually send my pet in (and since I'm BM, the pet can usually take a beating).
You have Aspect of the Monkey. It gives you 18% dodge (more talented). You have a lot of Agility because it's your number one DPS stat. You know how to parry. This means you can avoid a lot of the incoming damage. You know what my dodge % is? 5%. That's it. 90+% of incoming attacks will hit me.
Hunters should NEVER use Monkey in dungeons except under extreme circumstances. And of course, once hunters get Dragonhawk we get the best of both worlds.
You have a taunt, and your pet has a taunt (depending on pet, it might have two). Don't tell me you can't hold aggro. You're obviously better at it than the tank, or the mob would STILL BE HITTING THE TANK.
One pet I use exclusively for dungeons doesn't even have Growl on the petbar. Granted, if the hunter is BM specced there's always Intimdation or Bestial Wrath.
As for the topic at hand... Being a new priest, I heal everyone. However, I have been tempted to not heal people. For example, yesterday during a BFD run, we had a paladin tank, my priest healer, and 3 DPS casters (2 warlocks, one mage). One of the warlocks consistently pulled before the tank was ready (usually while drinking) and would pull mobs in one direction while the tank was pulling in another direction.
However, I sort of liked it because it made it a bit exciting, and we only had one wipe where someone aggroed the murlocs. Luckily that same warlock soulstoned me. It was also nice because the same warlock complimented me on my healing skills (his exact words were "I want your babies").

I’ve had my fair share of fail groups. These are usually groups where the tank’s gear sucks, the tank can’t hold aggro, the tank doesn’t now the dungeon or how to handle boss fights. It’s very rare to have a fail group as a result of the DPS just because out of three of them, even if one of them is decent, the group can still manage. And I know it’s not me because the DPS agree that it’s the tank, so I’m not trying to brag.
And this is why there is a shortage of tanks. It's the hardest role to play and they get nothing but grief while they cut their teeth. Someone has to help new tanks learn the trade. Why not you?
Besides, your "good" group sounds boring to me. A snore fest. I recently took a 461 DEF tank through a LK Heroic (AN I think). We had our ups and downs, but, it was exciting and different and good training for a future tank.

When people are doing stupid stuff I let them die.
My favorite fight is the
Devourer of Souls
from Forge of Souls. Theres always an idiot DPS who goes balls out during the Mirrored Soul ability, and I wait... and wait.. and once said idiot DPS is the target of said ability, I get quite a chuckle out of watching him/her drop like a sack of bricks.
People pulling aggro doesnt really bother me, since if a geared arms warrior charges->bladestorms right at the start of a pull, I have no issues popping pain suppression or something to keep them up, but when people are blatantley running ahead and pulling (especially if they're like a mage or something) I'll let them die.
Same goes with people standing in fire, first/second time I'll let fly, but after the third/fourth and they're still blatantly casting whatever while taking the ticks from said ability, they better learn to bandage.
Some may call it being a $%^&, but if people are going to be idiots and think i'm going to carry them through instances because they dont know how to use their keyboard to move their character out fire, or because "OMG IT AFFEXTS MI DEEEPSS!", then they can learn to eat repair bills.

How is that relevant?
Wrong, 535 is the (soft) cap for defence skill to not be crit in heroics.
I don't heal people standing in the fire.
