short answer is no.
long answer is absolutely not.
are you relatively new to locks then because we've had hybrid builds, they were the king of patch 3.1 pretty much. in every patch since then, however, blizz have buffed the deep talents in each tree making hybrids severely underpowered.
with that in mind we have the further issue that this particular builds is very scatter-shot and really isn't going to compete even with the relatively poor but standard hybrids.
if you want to try a hybrid build then try a regular 0/41/30 or 0/40/31 but if you do try it then be prepared to be underwhelmed.
(there's also a reasonable argument to be made for 0/28/43 to be included in that "standard hybrid" list but i don't buy it. too much has changed since 3.1 for that to work now.)

it's not really about chaos bolt as much as things like fire and brimstone in destro, though FG is pretty important in demo and shouldn't be overlooked. people tend to put too much stock in MD.
hybrid isn't a bad idea in itself. as i say it has been an incredibly good spec in wrath, just not any more... memories are short it seems.
as for "demo isn't the best for PvE" this is a very short-sighted comment. demo performs well currently and is set to overtake destro in the next minor patch.

if you can't get in game then sim it. i would guess that, with a BiS profile this spec would languish around 7-8k mark while the deep builds are all around 10k.
as for in particular why it's bad. look at what you're losing versus what you're gaining.
losing:
SnF (20% on main nukes)
pyro (6%)
FnB (10% nukes + 25% conflag crit)
EmpImp
backdraft
CB
+your build completely misses intensity and backlash!
gains:
um... pet damage
master conjurer's nice
MD 5% fire damage, 5% fire crit
DT 4% crit
soul fire spam
you've already spotted its short-comings regarding deep demo.
as i said earlier. hybrids are weak and this is a particularly weak hybrid.
edit to add:
"fun" is an oft-used term on forums like this and tends to be used to defend a bad idea. whatever people find fun is cool, it's a game after all, but it doesn't really make for constructive or interesting discussion in a place like this.

i enjoy my free incinerates on rotface due to backlash, and knockback reducion really helps with all the raid damage in ICC
Gimme a few mins to draw up a comparison. In the meantime could you answer the Q I asked above as I was unable to find an answer in wowwiki or this site. Would conflag be affected by the increased time of immolate?
this is an interesting point though, you may be able to get huge conflags out of this.
but this would likly do better if you want a hybrid.

these lists just don't amount to anything more than chatter, which is fine but not very useful.
it's the kind of thing that is appropriate in other games like lotro or aion, games without practical ways to parse damage and get actual results. we DO have several ways to do this, some virtually like simcraft, leileur's (sp? been a while) or rawr and some via the game like recount or world of logs.
at the end of the day, get some results and let's talk. it's very easy to do even for someone like you who can't actually get into the game.
