I use INT enchants on both bracer and weapon (this from TBC). Weird? Maybe. But the stats weightings are somewhere around 2 SP = 1 INT, so I dont find it bad in any way. I also use INT flask (from Vanilla) while raiding.
Bu the SP enchants are very good (just compare the INT/SP ratio to epic gems) and will also boost your score at wow-heroes more:o)
Use what you want.

I've heard people argue that, at a very high gear level (basically at or near BiS), the +16 intellect bracer enchant is better than the +30 spellpower.
I never bought into that argument, but regardless of whether it's true or not, at anything but absolute BiS the spellpower enchants win by a mile. Yes intellect is king, but look at the numbers involved - 63 (or even 50) spellpower is much more powerful than 30 intellect.
Logically it would be the other way around. You only need enough mana to end the fight with the tank standing and you at 1 mana.
The better gear you get = the more int you get from gear, thus you need less int from enchants and gems to reach that needed mana pool to last an entire fight. And when you're above that the extra mana from int is basically worthless.
Since you get more throughput from about every other relevant stat than int, it is then worth enchanting or gemming otherwise.
More SP will also reduce your need for more int because you have to cast less heals to heal for the same amount.
I'd love to see the discussion/math behind your point though.

Depends how good the item is and how cheap the enchant is, really. Don't pay however many hundreds of gold 63 spellpower goes for to enchant some quest green, even if it is better than the alternatives.
Also, ignore KAZRR, he's doing it wrong.
