basically. when you're shielded, you dont take any damage. so all the rage gained from being hit is lost. however, you shouldnt be having too many issues with that. and if you are, just ask her not to shield you till you establish some aggro.

You are supposed to gain Rage from being hit even when shielded.
But that's not a problem. Shifting to bearform gives you 10 Rage, popping Enrage gives you 30 more Rage. You now have 40 Rage. Dodges, crits and similar give you a large bonus to Rage too. Just don't use maul if you're low on Rage.

No. This was changed like years ago. You get rage for damage that you absorb, there is absolutely no reason to not get bubbled.
My guess is that you just had a streak of lucky dodges and that's why you didn't get much rage.

The only tanks that can legitimately complain about PW:Shield "hurting" them are Paladins. Since they get mana back from actually getting healed (
Spiritual Attunement
), constantly being shielded prevents any mana return. Druids and Warriors still complain when I heal on my disc priest though (especially old skool wariors running around with their pvp titles), but it's all in their head.
Sometimes tanks are so convinced the shield is bad that they'll click it off when they see you cast it.

The above posts stating that you are getting the same rage as you would unbubbled are corrected.
I played a dual spec holy / disc priest and did the testing to be certain.
This
used
to be an issue but, as stated, as been fixed.
Pallies still have issues with it since they don't get the heal to get their mana regen (and pally tanks have notoriously low mana) but I don't see complaints often.
As an aside on that, I heal pallies normally and if there are mana issues with a particular pally, I will intentionally let them take more damage and then heal it rather than bubble them.
