Looking at this i think its a PvP spec, but it looks also kind of like a PvE spec, so I'll assume PvE.
Otherwise, 1. why do you want improved RF! You should never ever ever have it up!. Considering this is a retribution spec, RF is one of the worst things you could have. 2. You are missing SoComm. 3. Where's crusade? 4. take out E4E, you shouldn't be taking any really high crit damage.

1. Imp RF is pretty much a must in any PvP build, be it Ret, Prot or Holy. Awesome undispellable 6% mitigation is both awesome and undispellable.
2. SoC isn't a must in any PvE or PvP build. You don't spec for trash. You're not going to nerf your utility by much on the AoE fights by picking a point in Conviction instead.
3. This is about your only valid point.
4. E4E is a PvP tool. As is Divine Faith, Stoicism and Unyielding Faith.
If you're going to give advice, do it right. You think it's a PvP spec, chances are it's a PvP spec. You know, given that it's spec'd into all those PvP tools as listed above.
