Endgame PvE ice build question

I am only 72 at the moment but here is my build

I have been thinking about going to something like this

Is it a viable spec and if so, would you recommend any changes? I plan on glyphing WE and I am wondering if not taking Arctic reach and Shattered Barrier is worth getting Torment the Weak.
What do you guys think?

Thanks for the imput! I dropped shattered barrier permafrost, cold as ice, and frostbite. I couldn't bring myself to drop frost channeling because when we do big pulls I always tend to get a bit blizzard happy >.< Mana management was just a by-product,
I took BF so i will have to get used to that but its a welcome suggestion.
I also took Student of the mind and arctic winds. I still had a point left over so i threw 2 into Enduring winter rather than 1 just in case the rng decides to hate on me.
Can't wait to test it out :)

because Raid bosses can't be Frozen, Frostbite is useless. Perma Frost is nice, but tanks can do the same thing and it's part of their build. Also, once in the arcane build, you can either put 2 points in Arcane Meditation -or- because of Frost is really easy on mana, and we have replishment, you can put two points in either Frost Warding or Cold as Ice.
Frost Warding will be really good for bosses with flames or ice or what have you, it's another way for mana regen, because keeping up a flame ward during those types of bosses is a good idea. Cold as Ice will allow you too get rid of that long cooldown for Deepfreeze and more often.
And Brainfreeze is a must, it's the MBarr or Hot streak of frost, it's a huge dps boost.
Anyways, my spec that i'd use

This is what
im using
as Frost offspec.
Only needed in a non replenish raid setup, as damage done is still lacking.
1 point in improved blizzard to proc FoF for some Shatters on the Blizzard(s) i cast to clear the trash a bit faster. Not needed and could be spend in 2/3 Enduring Winter.
Frost Channeling cause I tend to do more TPS than i do with arcane.
I have to watch omen more carefully on Aggro resets than i would have to do with arcane, cast speed is the same so casting Frost bolts every 1.83 seconds with only 10% reduction will help.
No student of the mind, dont need spirit and specially not 1 point.
Rather take 40 resist than 4% of my 520 spirit.

when all is said and done. I may replace the glyph of ice lance for that of fireball and I may remove a point from frost channeling to put it into enduring winter if the rng seems to hate me.
As for the builds drefanator and DerrHans have i wonder why you have glyph of frostbolt? This removes its chill effect and therefor its chance to proc FoF and make TtW useless. And if so, why even take FoF/TtW?

Glyphed Frostbolt reduces the effect of the chill to 0%, but it doesn't actually get rid of it. If that makes sense.
Glyphed Frostbolt will still proc Brainfreeze and FoF, Which is all that matters.
You have Icelance as a glyph, which should be removed seeing as how you will rarely use Ice lance, except when having to move or something. Your FoF procs should be Deepfreeze and Frostbolt. No icelancing.
