so should elem go 4 pc T9 or two piece and then the 245lvl head and shoulders?

Had kinda the same question but for Resto. The 245lvl shoulders and head seem better than their tier counterparts, so should I use any of them and 4 tier pieces. If so, wich ones?

here, I occasionaly dps as elemental so I should probably pick the one with haste (cant remember wich one it is now).

. Upshot is that 4t9 isn't that great for resto and you're probably better off going for the best itemised, highest ilevel stuff you can get.
For elemental, it depends on what you're planning on using instead of those two pieces of tier 9. Those two pieces of gear have to be worth the DPS loss from the set bonus, which in my stats is about 130 DPS. You can use a spreadsheet to work this out for your personal situation, but it's very unlikely to be a significant enough difference to warrant switching to or from 4t9 from your existing setup.
For example, if you get extra 65 DPS from each non-tier piece you use (which is a generous estimate) and lose 130 DPS from breaking the 4-piece, you've spent lots of money on gems and enchants and have gained precisely zero DPS.

Thanks a lot for the info. Its pretty much what I figured and I'm new to the whole spreadsheet thing so I thought I would ask. Really appreciate the info
