The primary advantage of the elemental in pvp was the fact that it allowed them to shatter from range.
Having the pet just spam ice bolt is nothing worse than an imp that spams firebolt, except the imp has more synergy with the caster and probably does more dps.

Well my main problem with the Glyph is that I usually use Frost as a soloing spec for BC dungeons and dailies. So, I am really debating whether i want it or not; having it could potentially give me a tanking pet, but then-again, Freeze is so critical while soloing those places.
I know it would be asking a lot. Mages are already getting everything they ever wanted lately. However, an awesome change to this glyph would be "Your Water Elemental pet now last's indefinitely, but it's freeze spell has no effect on other players and has double the cooldown". Think about it; the freeze nerf was really only for PvP, and raiding Frost mages wont have a huge need for it (except for when they do, in which case it would be a godsend). It would be a massive buff for mage soloing, which according to a thread/survey i did a while ago, is currently miles behind everyone else. It is balanced because of the aforementioned, plus the double cooldown means it can't be well-synergized with your own Frost Nova (as it sort-of can without).
