The quote is very relevant, as it shows that the Alliance is incapable of seeing the political structure of the Horde, and is perfectly oblivious to its internal structure. They see every aspect of the Horde as the entire Horde, and refuse to see the RAS as separate from the rest of the Horde, even when the Horde brands them traitors themselves.
Ergo, the Alliance has full reason (by their own logic) to demand justice from the Horde. Justice the Horde won't agree to, because they consider the RAS no longer their own. Plus, the Horde has lost their share of heroes as well (another fact the Alliance doesn't see).
Anyhow, quotes are not always irrelevant, but they have to be explained properly, else they seem just random.
