I've seen
much
worse. Looks like a holy priest who stumbled into the disc room by mistake, and is trying his best to fit in while not quite knowing what's up. But Toc25 is 25 people, and his spec isn't
that
bad. This isn't BC... you don't really need to min-max any more. Odds are there's no one in his guild to give him a course-correcting nudge.

Silent Resolve is not the way to go for PVE... a healer can't just overaggro a good tank anymore, its useless
2nd mistake he shouldn't go 5 points in Divine Fury, it's a filler talent so It should have only 2 points at maximum in that tree or else remove the 3 points in renew... add a point in Inspiration
Absolution is not a bad talent but is not the right pick... that point should be in Pain Supression...
and like someone above me said not having a Imp PW:S and Soul Warding is a big big but BIG mistake...
About Glyphs I can call him just this: retard... don't need to explain why, but PoH and Renew? Is he Holy? even most Holy priests dont use Renew glyph...
I personally would use this tree
http://www.wowhead.com/?talent#bVcbuhhVRIsffRtfxzc:mbAMzV
You can't even argue with those glyphs I use, they're simply the best for PVE
I never use GHeal so Divine Fury is useless to me and 70% less pushback helps me more than having less 1 sec cast in GHeal once each 3 heroics (if that much)
The point in Desperate Prayer is just in case I need it, any priest could use it anywhere else but I prefer it because then I don't need to spend any cast time healing myself
