The argument to "skill is better than gear" is that skilled players should have gotten better gear by now.
If you do want to set standards, base it on performance. Start with achievement, and if they don't have the achievement, they need to perform up to a certain standard. On the flip-side, if you have achievement people doing worse than non-achievement people, they need to be looked into.
Don't let people say that recount doesn't matter. Of course it matters, or we'd not be using it so much. Now, it does have to be analyzed correctly. You're not going to expect Discipline priests to heal more than a shaman, but see if you can benchmark a successful run with your guild, and use that as a basis.

Someone was looking for dps on a pug for Ony10 last night, so i said i'd go, He asked if i had ever done it before, i said yeah multiple times, He then asked for my achievement, which ticked me off because i had said that i had done it, so i linked him the achievement of doing it the first day it came out, including More DoT's.
After we had finished beating Ony, 3 people got the achievement for doing it for the first time.
I was ticked that i got interrogated so harshly for a) Ony and b) even the fact that 3 people had never done it before.

Which I think you'll find is common. There's been a number of times where people say something like "LFM 10 ToC, don't suck, know the fights, I'll be checking gear." And then after an hour of spamming trade and not filling their group they'll start taking just about anyone.

What do you think is the best method?
I guess I'll go back and answer the question. Inspect or Armory the person. Is their gear fully enchanted, and fully gemmed with appropriate gems? That is the very first thing I'd look for. Any missing gem slots or enchants means they don't care (within reason of course). Secondly look at the gear and item level. Just those two things can give you a good sense of the player's quality.
Then again, sometimes you'll be baffled. For example, yesterday I joined a Onyxia25 pug that had about 15 people in it. I inspected the raid leader, a Warlock, and was utterly perplexed by what I saw. In his chest slot he had
Merlin's Robes
, the ToC crafted chest. It had a single Purified (SP/Spirit) gem in it with the other to slots unfilled. His weapon was
Wisdom Carver of Intellect
. He also had a green wand and a couple other green pieces.
I mean really, how do you have Merlin's Robes but a green weapon. I know, the first thing you have to assume is that he's someone's Alt, but still I would expect more out of him. This is like what was stated above, he had obviously started the raid in order to get members to carry him, since he's not going to be doing crap for damage.

I don't trust gearscore after yesterday. I don't have the addon but a guy told me my gearscore was 4900 in my shadow spec. Wow you think? No, my shadow spec is just shadow talents with healing gear except for 3 pieces and my hit is around 100 so way too low for raids. I only have it for heroics and grinding. In conclusion, my GS = fail in a raid.
