The generally accepted expertise hard cap is 14% - that would mean about 56 expertise skill. However you shouldn't stress yourself too much over reaching this hard cap. Your minimum should be 26 (to eliminate dodge - 6.5% - and to cut 6.5% of parry). Over that, any gear with additional expertise is welcome. Parry-haste is the main reason for which expertise is still valuable above the soft cap. Also having less hits parried means more threat generated. So it is a win-win situation for you.
Just keep in mind: 26 is the minimum required for any serious raid tank. Above that, if you can hover around 35-40, it is good enough. No need to gem or enchant for it. Check my armory link (signature) to see my current tanking gear and the hit / expertise values. No gems, no enchants. Just gear.

And since the hardest hitting bosses don't parry-haste anymore it's less of an issue than it used to be.
I keep forgetting about that. But anyway, it is a fact that hit and expertise are the two best threat boosting stats for bear tanks up to their respective hard caps (8% miss - countered by hit rating and 6.5% dodge & 14% parry - countered by expertise).
So if not for the 'parry haste' mechanic which is mostly gone (I've done a little research and it seems it is only active on a few encounters as part of the normal boss mechanic), then you should have a high expertise level to maintain competitive TPS. No matter if you have 50% crit, 20% haste or 60% armor penetration in tank gear. If you can't hit the damn target, you can't produce any threat.
And we all know that a tank that can't pump the necessary amount of TPS to get the boss killed in time is just as bad as a tank that's below the survivability threshold for the content he's tanking.
