Fingers of Frost: This talent now triggers immediately on casting a spell rather than being delayed until the spell strikes the target.
So.... is this the end of the 3rd ghost icelance you can sneak in?
Or is the tooltip actually saying that the "Fingers of Frost" buff will trigger when you cast your spell, rather than when your target is hit with a frostbolt or what have you?

You cast frost bolt. FoF triggers right after it's finished being cast, and is consumed as a crit on target. You now have "2" charges left. While it doesn't fix the "ghost" ice lance, it does make it so mages can't Shatter combo INTO a deep freeze like we could.

All it means is that FoF triggers the instant your cast fires off, instead of when it lands.
This introduces a new problem where sometimes your cast frostbolt consumes the first charge of FoF, meaning sometimes you'll only have one charge left, and sometimes you'll have two. Very annoying on the PTR. It's either risk casting another frostbolt without the Ice Lance, hoping you have two charges left, or just immediately tail the frostbolt with IL, effectively wasting a charge if you had two.

No, FoF is consumed upon spellcast, not upon damage (with the exception of Blizzard and other channeled spells).
If you cast three Frostbolts in a row:
Frostbolt 1: Procs FoF on cast (and freezes target if you have Frostbite). No effect on damage.
Frostbolt 2: Consumes 1/2 FoF effect on cast. Crit chance is increased by 50% due to Shatter.
Frostbolt 3: Consumes 2/2 FoF effect on cast. Crit chance is increased by 50% due to Shatter.
Ice Lance 4: Has no FoF effect. Crit chance is only increased if the freeze effect is still on the target at time of casting.
This is to my understanding, anyway. I still think it's buggy that Frostbolt 3 that consumes FoF can't renew FoF if you get another Frostbite/FoF proc.

It's worth noting that, as advised earlier by Fayden, it doesn't change a thing if you already have Frostbite. This really just makes the way FoF procs consistent, no matter what your talents are.
What I'm wondering is if the change to Deep Freeze will result in the ability to severely damage Arms Warriors in PvP while Bladestorm'ing due to their stun immunity...

Cmon, give Blizzard SOME credit; even the devs know that the ability to hit for 30k in one global is way too overpowered for pvp.

Well for me, my Frostbolts on frozen targets or from Fingers of Frost hit for 8K when they crit, I have enough haste rating to do 2 Frostbolts and if they both crit they do 16K and then I can crit with my Ice Lance for about 5K. Which means I do 21K, not 30K. I don't think you can achieve 30K unless you have some sort of damage increase buff.
If you read the entire topic, you'd know we're talking about the damage done by deep freeze to permanently immune targets, on the PTR. I was saying 30K because I'd link it to a frostbolt crit, which in my pve gear, crits for 10k, then followed by a 22k DF in the ghost FoF.

That's pretty OP if you ask me. The death of Death Knights in PvP against mages if they decide to pop Icebound Fortitude.
Only does damage to targets PERMANENTLY immune to stuns. Not temporarily.
