If you need intellect and regen, go for luminous. If not, use runed. It's really that simple. :)

Do I run oom? No, not really, get a bit close sometimes on two heal 10 mans, close enough to think I don't want to try to two heal ToGC. I've recently speced back into Empowered Healing, leaving only one point in ToF and Emp Renew, because I'm finding GS + GH is working well in quite a few environments, obviously this has mana implications. Same story with PoH.
If you're not OOMing the intellect won't do much for you. I'd go for increased throughput if I were you, consider
Reckless Ametrines
or
Runed Cardinal Rubies
.
I am a big fan of ToF, and I've posted on this in several places previously already, but I don't think that removing any points from ToF is an option, though I do agree with you regarding 1 point into Emp Renew, though even now I'm considering removing it. Just my 2c.

Regards ToF, I agree with you OD, except it's not what we currently seem to need, so I've shifted my points from there and B&S to Emp Healing. We're trying to push a second team through ToGC and I'm curious to see if a meatier GH + glyphed GS will help with tank healing.
This isn't necessarily a bad thing, especially if you're tank healing. Even still ToF can do some really amazing things for you while tank healing, though I do see how an additional large % to your GHeals would be nice. I like to use it for AoE Healing especially, but either way, it doesn't look like you'll be lacking. Glyphed GS is an absolute must in my book, keep on with that!
The one point in Emp Renew is just because I cast it anyway and I figure I might as well maximise SoL, etc.
agreed. I did a
whole thread
on this many moons ago...
