I think it does. It's now our lowest priority ability... hurrah

Lowest priority is misleading. Yes, it is, but Devastate is also your most used GCD ability, it is the highest damage contribution of all the GCD abilities, and it is the highest threat contribution of all the GCD abilities.
So yes, on an individual level Shield Slam does more Damage and Threat per keypress, there is a LOT of time that you aren't using Shield Slam. Over an entire fight, Devastate will be taking up about half of your globals. Buffing it is a good thing.
To put this in another light, Warlocks main damage comes from Incinerate, Chaos Bolt, and Conflag. Incinerate is "the lowest priority" behind Conflag and Chaos Bolt. Incinerate is also 50% of their total damage. You don't see Warlocks @#$%^ing about set bonuses and other buffs to Incinerate.
Just because something is a lower priority doesn't make it bad.

I really like those set bonuses as an OT. When my adds is down, i pretty much dont do anything but press devastate over and over. (shieldslam at swb procc)
Lets say your an OT at onyxia, in ph1 and ph3, i wonder how much of your damage comes from devastates. 60%? 70%

Also for sharding gear. You cannot shard emblem items or tier items... so your idea is completely pointless. Less emo please.
You can shard tier items.
But anyway, I'm struggling to figure out exactly what is being suggested. Something like this maybe:
Current T9 lvl 245 Raid Tanking Gloves
1545 Armor
+101 Strength
+139 Stamina
-Yellow Socket
52 Defense
45 dodge
53 parry
2-piece: Decreases cooldown of Taunt by 2 seconds and increases damage of Devastate by 5%.
So in your world, your "heroic tanking set" piece may be something like this:
1545 Armor
+199 Strength
+139 Stamina
-Yellow Socket
52 Defense
2-piece: Decreases cooldown of Thunder Clap by 2 seconds and increases damage of Thunder Clap by 5%.
Something like that? Give up avoidance stats for just pure strength, and have AoE based set bonuses?
I mean, I guess I'd be on board for that. I just don't know if it's really necessary, and I think it would be hard to impliment. You can't really have something like that be entry level (i.e. ilvl 200), or else the stats will be such rubbish that anyone with Tier 9 or Tier 10 stuff wouldn't (and shouldn't) downgrade just for the set bonus.
And you can't really make it high level either. If it were a high item level that means you have to make it somewhat difficult to obtain, which kinds of defeats the purpose of being gear intended to be used in heroics. If it wasn't difficult to obtain (and it was high level), then you would totally blow away hundreds and hundreds of tanking items by making them worthless compared to this stuff.
You said in the original suggestion that these sets would be 200-219 item level. If they are that low level, it wouldn't be worth using them over your all-out Tier 10 (with some DPS rings/trinkets thrown on). Also, how would you get them into the game? Emblems? I can't see people burning up Emblems of Frost to buy a full 219 heroic tanking set.
I'll just go back to my initial thought: it's unnecessary.
