Personally i'd use the Rune. The problem with the Fetish is that the ramp up time is very long (need to cast eight spells so ~8-10s) which means you lose a lot of the proc. There is a way to stack it up fast (starfall) but that means you don't use it on every CD and that's a loss of dps in itself.
Not much to say about the rest, try to go for some T9 gear (you probably won't make much use of 2T8 before the next patch where it gets nerfed) as set bonusses really represent a noticeable increase.

is the trinket really that bad?
i've got the non-heroic version and i like it. i try to proc it in the middle of a solar eclipse, so by the time it ends and my lunar is up, i'll have the full haste bonus of the trinket for lunar.
i also still have the abyssal rune sitting in my bank.. so this is a pertinent subject for me as well.

is probably one of the worst trinkets ever created. For boomkin it probably is relatively equal to rune, as all of your spells benefit from
crit and the more crit you have
- the faster you will be getting eclipse procs.
umm.. so by that logic, the fetish would be better because it gives 126 crit compared to the 0 crit on the rune..

The fact that they are both 'on use' means that you are wasting time to proc them when u could be casting spells.Not really, activating a trinket doesn't activate GCD and can be done between two spells. Though to really optimise things you'd have to macro it with the spell you want to cast it with since i seem to remember that pre-queuing poses some problems with drinking potions or activating trinkets.
As for the previous posts discussing the Fetish, yes the on-use is nice, but it takes half of the proc time to ramp it up, it's activity time is longer than the Eclipse time where it is relevant (plus all the problems you can have to proc lunar and waste part of it) and the CD doesn't correspond nicely with the Starfall one (which is important since Starfall is the only way to ramp up the stacks quickly). This devalues the value of the proc by quite a lot.

You can easily drop both trinkets for a better selection. Sundial of the Exiled is a remarkably powerful trinket once a Boomkin is haste capped as well as the Abysal Rune before haste cap.
Get the Idol of Lunar Fury.
Get a MH/OF combo rather then a staff.
Drop some of your hit. As a cow you only need 263 hit. This places you over the cap by 2.96% or 77 rating.
Much of your gear has Spirit on it. While this does give us a boost to Spell Power and a boost to mana regen it is not as optimal as a piece that has haste or crit instead of the spirit. Just better itemization all around.
You have 15 haste on cloak try and grab the 23 haste.
You have 69 SP on your staff. If you can't replace the staff right away you might as well get the +81 SP chant.

Which is why i said in my first posts that i don't advocate using it either :) (i've passed on it several times too)
That being said, for people who still want to use it, GCD issues to activate the proc don't matter and there are only 2 spells you might want to use to proc it with anyway (wrath and Starfall) because the proc is useless unless you are going to proc lunar, so macroing it can work (you can use a starfall button and another (or with modifier) for starfall+trinket, same with wrath).

And I still say it doesn't :) Somewhat more complex (if you want to do things properly and use macros with modifiers) but since we have 1s reaction time between each key press (excluding movement), it's not really a problem.
