you can't check for CD's on spells with macros, and if you use a castsequence it will get stuck on the spell with CD untill it's castable again.
i'd suggest using a modifier.
#showtooltip
/startattack ; stopmacro
/cast Stormstrike; Shamanistic Rage
this would cast stormstrike when u press it, unless holding down shift. it will also stop the macro if your target is friendly so dont get the "you can't attack that target" error message.

2 reasons:
1) stopmacro is a /command. Cant have it nowhere after a ";"
2) is bad (except in few case) because 99% of time you can avoid it just by switching spell around.
The macro you posted should look like this:
#showtooltip
/startattack
/stopmacro
/cast Shamanistic Rage; Stormstrike

Or just:
#showtooltip
/stopmacro
/startattack
/cast Shamanistic rage; Stormstirke
Or
#showtooltip
/startattack
/cast Shamanistic Rage; Stormstrike
Both work out to the same number of characters, and have the same effect.
