~40% combined avoidance from dodge and parry is sufficient, block is currently a lackluster stat for anything but trash and not worth pulling your hair out
avoidance is always iffy and shouldn't be relied on as much as EH (health, armor, other sources of passive damage reduction)
as for the last 2 sockets
if it's a yellow socket and you need hit rating use a hit/stam (vivid) gem
if it's a red socket and you need expertise use an exp/stam (guardian's) gem
if you don't need hit or expertise and the bonus isn't worth the color then use a pure stam (solid) gem

I plan to sort of just progress up the ladder :) I think i can probably tank anything under ulduar with the stats i have now.... What should my numbers be to tank ulduar?
Think about what people had when Ulduar first opened. They were farming Naxx and probably had full-ish 213 gear with the potential of a couple 226 pieces off Malygos and Kel'Thuzad.
So look at your gear. Do you have a bunch of well itemized 200 and 219 epics from ToC? Do you have any Blue gear, and if so can you easily upgrade it?
Chances are that you are already overgeared for Ulduar, given 219 from ToC, 226 from badges, and any 232 or 245 you got from Triumph and VoA.

21% dodge, 19% parry, 28k hp - i wouldn't call that overgeared for ulduar.
my best guess is you are probably about at the point of ulduar 10 content. an armory link would help, though.
