Yea, usually pvp specs are never good to pve with. If you want to focus on pvp right now its fine, but if you ever decide to raid and do heroics, gonna have to drop it for a pve spec, or get dual spec and then you'll be able to do both.

It's safe to assume that you're doing something wrong. However, it's hard to determine what with the facts given.
Armory link and rotation would be quite helpful if anyone were to fix your dps.

Some advice... If you want to earn gold to help improve your toon, you are probably going to have to PVP with a PVE spec (e.g. Mutilate, etc.) so that you can bounce into 5man instances, etc. and earn badges and gold. Remember, one of the best ways to earn gold is farming badges and cashing them in for gems to be sold in the AH. Even on the low end, 10 badges can net you 120g for an uncut King's Amber, etc. That equates to around 12g per emblem of conquest! Multiply that by 3-5 bosses per instance and you'll be earning gold quickly.
In the meantime, you can go into PVP BGs and still compete (somewhat) with your PVE spec.
Also, the aforementioned poster who said that getting dual-spec is top priority if you want to PVP and PVE, he/she is spot on.

Or spend the badges on better gear to address the actual problem, which is low dps.
Start doing tourney, SoH, Frenzyheart/Oracle, KotEB dailies. They'll be more rewarding than instances in terms of gold and they all help improve your DPS.

so i supose my rotation in combination with my build is bad combination and cause of my bad dps. so ill write it down: stealth > ambush>mutilate till full combo>then mostly slice and dice or envenom>then again mutilate with shiv and any other combo giver>eviscerate or envenom
:/
Garrote>Hunger for blood>Slice and Dice>Mut> Envenom>Mut x2 Rupture>Mut x2 Envenom (repeat using Hunger for blood when its about to drop off ~10seconds left)
