In all honesty, you will be able to solo very few group quests, specially when you get to outlands and northrend. Most can be immune to stuns and such. My Idea is just do what most rogues do leveling and go combat. You can take a "few" of the quest mobs but most will end up outlasting your evasion and then kill you. But, hey It all depends on the mob, best to try out and see what you can do.

I leveled with dual spec, and one of my specs was mutilate/prep for pvp. Whenever I had to kill an elite, I would switch over to mutilate/prep and use prep to get 30 seconds of evasion. I was very undergeared of course, so it took all of that and occasionally a health pot just to kill a mob with 60k health. It is hard if you can't stun them though, but with 10 seconds of stun, evasion, kidney shot, evasion, you should be able to kill elites.

Combat may be great, but as a sub rogue myself (currently 63) i just solo'd

this fella with no troubles at all.
Opened with Premed (you have to do this before cheap btw as its to be used whilst in stealth) into garotte, hit evasion, got up a Hemo and hit 5pt SnD. Continue to DPS down, prep, 2nd evasion, when this ends, you'll wanna kidney/evis followed by blind + bandage if needed. Shadowdance ofcourse thrown in before or after the blind bit, you can kite away with gouge+sprint if you need a second band-aid , bring a pot if necessary, cant hurt to be safe.
The rotation you posted up seems to require a helluva lot more energy than is actually availible, and the cheapy stuns during shadowdance quickly hit DR, careful when applying blleds as you dont want em breaking your blind.
Also if you said you would Duo it... then you dont really need to worry about stunlocking to death unless your partner is also squishy.
Lastly, make sure you vanish after at least 20 seconds from opening, this will earn you 2x free combo points from premeditation.
Oh and you can just macro premed onto all of your openers, saves that extra keystroke :)

blacktalon is one of the very few 2 man mobs you can actually easily kill in evasion, More relevant to the OPs desires are the end bosses of the mob killing quests in nagrand, such as

who will probably crap all over almost any rogue in leveling gear between 66 - 68.

I have every class at 80 (except paladin at 76) and I can tell you that rogue is the class that can solo the less elite mobs. With every other class I could solo any 3man (and even some 5man) mobs but with my rogues, I often had to group up to do them because the elite mobs were immune to disorient (blind, gouge) and/or stun.

I totally agree with Wildhorn. I have an 80 Lock, DK, and of course Rogue. I currently leveling a level 71 Druid. The Rogue was the hardest to level and had the hardest time downing elites. The biggest reason is that most elites are immune to our abilities.
