I am a little confused over the rotation. Why would you use LB over CL even on a single target. CL does 20% more damage and for me crits much more than LB.
I stopped reading there... What? The
base damage
is higher, yes, but doesn't scale as good as LB with Spellpower, especially not for Enhancement. LB should - hands down - be doing more damage on singletarget, as it's a longer cast, and the two spells is around the same DPS, which casting them normally (and Chain Lightning's casting time is a lot shorter).
For elemental, it's a bit different, as we're naturally not using "next spell is instant"-stuff in the same way, or as often (except Elemental Mastery, but everyone should know that it's best to use that with a Lightning Bolt, as it doesn't give a DPS-improvement to Chain Lightning or Lava Burst).

All spells have a "co-efficient" which determines how much extra damage, in addition to their base damage, they gain from spellpower. Spells with a higher cast time have a higher co-efficient. Lightning Bolt has a higher co-efficient than Chain Lightning so gains more benefit from spellpower, which means it "scales better".
LB's coefficient is 71.43% and CL's is 57.14%, a difference of 14.29%; Chain Lightning's average base damage is 1042 and Lightning Bolt's is 769, a difference of 273 damage; thus you need 1911 spellpower (=273/0.1429) for LB to be higher DPS than CL if they're both taking the same time to cast. I know nothing about enhancement, but I do know that even in Naxx gear you should have more spellpower than that in a raid. Well-geared enhancement shamans are probably pushing 3k spellpower in raids right now.
Also all the enhancement shaman FAQs and guides written by people who are absolute geniuses with the spec say LB's better.
So Lightning Bolt > Chain Lightning.
Edit: by the way, there is
absolutely no difference at all
in crit chance between LB and CL.

To elaborate on the coefficients, they're like that because
coefficient = base casting time / 3.5
.
Thus, LB: 2.5 / 3.5 = 0.7143 and CL: 2.0 / 3.5 = 0.5714.

Chain Lighting rank 8 does 1021 to 1167 damage mana cost 1142.
Lighting bolt rank 14 does 754 to 860 damage cost 432 mana.
There is nothing about scaling spell power with either one.
Recount show higher damage with CL.
And not because it hits multiply dummy targets.
