I think the 1g of RAM is hurting you more than a video card, but I did just pick up an nvidia 210 (1gb) for $59.99 at Fry's Electronics.
The difference here is, any RAM you buy for this machine wouldn't transfer to a new machine (it will most likely be a slower bus speed, and any new machine you get could already have full ram slots), and any video card you buy, as long as it's fairly powerful, could easily transfer to a new machine.

Getting memory will help some but I imagine it's the CPU and video card that causes a lot of your problems. The link for your PC says it could be anything from a Celeron to a P4 CPU. If you have a celeron I can imagine the performance would be much worse than a P4 but even a P4 (depending on speed) is not that speedy by today's standards.
Try turning all of the video effects down to the lowest settings (keep the resolution the same) and see how that affects everything.

Another gb of ram is cheap and may help improve things a bit. And any nvidia 8600 card or above will help increase those fps greatly. Can pick one up where I live for $52, so pricing should not be an issue.
IMO though, get a new comp. I know not every can do it, but I build myself a new system every 2 years. The specs you currently have are slightly worse than a comp I built 6 years ago.
