As of Late I've been goofing around with different stats and seeing how they affect my character in the long run and Now I've come to Armor penn and noticed that it does infact make me hit alot harder then ever before.
Now before I go into details I have two questions.
1. Is Armor Pen a good idea for a Hunter? If so What specc best gains from it?
2. Would it be worth grabbing

and
http://www.wowhead.com/?item=45931
so I can hopefully reach atleast around the 90% Arp.
Thanks in advance!

Well my Class Leader in my guild is speced MM and has all his gem with ArP also he have
http://www.wowhead.com/?item=45931
so he has like 53% ArP ub and lil over 100% with trink proc! So i would say yes ArP is good for hunters but u need to have a certain level of gear!

If you're MM specced it CAN be good, but it requires pretty good gear/trinkets. I'd focus on AGI instead. Easier/faster to achieve and DPS will be on the same line.

ArP is primarily for MM in terms of hunters
BM derives a large amount of dps from the pet which doesn't benefit from ArP
MM deals a large amount of physical damage which is reduced by armor and additional damage based on that physical damage
Surv deals a large amount of unmitigable damage that ArP does nothing for
basically MM is the only hunter spec that deals enough physical damage for ArP to be a potential top priority

It's not likely to be your #1 stat... ie. the one that you gem for, but it IS a good stat. General rule of thumb is to gem Agility unless you really know what you are doing.
ArP is roughly even with crit as the #2/3 stat for BOTH marks and SV. It depends alot on your gear as to which stat is better, but both should be very close. Crit is probably better for lesser geared Hunters, but even as an SV Hunter, ArP typically surpasses crit for #2 stat at higher gear levels.
You need to be MM spec and have really good gear with alot of ArP for it to surpass Agility as the #1 stat, but it is certainly possible if you have access to that level of gear.

The other important factor in dropping Arcane Shot is ranged weapon damage. A good ranged weapon can lower the ArP threshold pretty significantly and vice versa.

Armor Penetration has also gone down a bit in effectiveness, since Blizzard nerfed it a bit recently and are planning, from what we've heard, to do so again. In all honesty, if you're a hunter, your better stacking Agi (Or Attack Power if you're BM) Because that gives you not only more ranged attack power, but also more crt and what not. Having multiple stats increase is always much better then having a single stat increase.
Again, this doesn't mean it isn't good for the class, but it benefits classes that have more physical attacks, like Rogues and Feral Druids, then it does us, because a lot of our Shots are either elemental in nature (Arcane Shot, for example) or Ignore Armor already (I believe the example used before was Explosive shot).
