Honestly, mana is becoming more and more outdated for EVERYONE every patch, and WoW has proved very clearly that mana in MMOs is a very dumb concept.
Mana is honestly meant to impose downtime. If youre dpsing constantly, you run OOM, and basically stand around looking stupid. This is actually what you did prebc. Mana was used as a "downtime" mechanic, to force people to stop and just sit around drinking. In raids, it meant chain pulling had to wait. In pvp, it meant you can just run a mage out of steam by OOMing them after the 4th warrior tries to kill them.
That was fine and dandy back when the expectations of MMOs were different. Now, MMOs are expected to act much more like an action game, with energy cycles / combos / skill chains, and alot less on the "spam buttons until oom, then drink for a while and repeat" that defined prebc and MMOs before WoW. Hell, even modern MMOs like Aion (albeit asian) use mana for the same purpose people used it for years ago - to force you to waste time, to interrupt grinding, or instancing.
Fast foward to today. Mages, warlocks, ele shamans, boomkins, ret, enhance, hunters, spriests, are all expected, and given the tools to, run an infinite mana cycle in pve. The only real exception to this is an arcane mage only using arcane blast, you will OOM yourself and not have the cooldowns to sustain it. Now, mana is a gating mechanism within a fight for dpsers : an ele shaman needs to waste dps time on thunderstorm for mana regen, a mage needs to evocate, a lock needs to life tap. Mana is alot less about interrupting grinding and more about cycles within a fight. But blizzards methods have basically been to throw artificial energy requirements into how these classes play.
Think of mutilate. By default, its a 6 sec cd - why? Because to go from 0 -> 60 energy takes 6 seconds. Glyphed, 5.5. You could remove the rogues energy bar and bake it into the class, making everything work off variable cooldowns on abilities. But thats alot harder to read. But look at a lock, mage, or ele shaman - for a mage, arcane blast stacks are like combo points for a big barrage or missile barrage, for locks, its chaos bolt being a 12 sec cd, used after a conflag on a 10 sec cd, with incinerates acting as the white damage in between, while keeping immolate up. For ele, same thing, flame shock is the dot component to slice dps combined with lava burst on a 10 sec cd and lightning bolts for the autoswings.
Basically what im saying, is that the dps classes of wow have been turned into artificial energy users, using mechanics very similar to energy but different all the same, regening energy is a natural thing for rogues but for casters, they need to actively restore theirs, and that cuts out the dps unlike a rogues. But likewise, the energy regeneration constraints are built into their high damage moves, such that its like a finisher after some combo building blasts, incinerates, or lightning bolts anyway.
The only true application remaining of mana is for healers, who actually go OOM and have fewer mana regeneration methods. It costs alot less to do damage than it is to heal someone, where regrowth is 800 mana, lifebloom is 700 (half refunded) but wrath is around 150 mana (talented). Mana is still used in its original incarnation for healers - While you cycle your abilities, its more about spammable instant heals being OP in arenas than it is having a combo cycle of healing. You dont follow a necessary pattern, you use what suits the situation and take a hit on your mana as a result of it. At the end of the day, healers still go OOM and stay that way. Maybe blizzard will overhaul healing in cata so they stop using mana in the ancient way it was designed to be used as, but I can guarantee you after this wall of text rogues do not need mana in any way.
