There is not a single weapon that shamans can use with Spell Power, that isn't
exclusively mainhand.
There is
one weapon (that isn't exclusively Mainhand) that has more than 1 socket. It is
this weapon, from Karazhan, and it has no helpful caster stats.
So for your Offhand you're stuck to using something with horrible stats. It may have crit, or it may have haste. It won't have spellpower, mp5, int. According to wowhead,
this is the best offhand and/or one-handed weapon for a Resto Shaman.
Kay. So. With that weapon (Good luck getting into Htoc25 and taking that weapon for your experiment), with
Earthliving Weapon, with
3/3 Ele weapons, with
Mighty Spellpower enchant, and
Runed Cardinal Ruby you're looking at...
(EL*1.3)+63+23=281 spellpower, 36 haste, 44 crit rating.
If we work our way down to Mental Quickness (so that our AP can feed into our SP), we've spent a minimum of 43 talent points into Enhancement.
In those 43, I count 10 specifically spent on making this build work. I count another 13 that are good in any case. Out of the other 20, 7 of the ones I chose were totem-improvements.
The other 13 are absolutely useless to us as healers, regardless of which you picked. I'd make a case that most of those 7 totem-related ones that were spent are also useless.
With those 43 spent, we have 28 left for Resto.
this is what I ended up with.

Mana Tide
Cleanse Spirit
Earth Shield
Riptide
Bonus 6% effectiveness to heals
+15% of int added to +heals
4% crit, bonus chance to proc Earthliving
Ancestral Awakening
Tidal Waves
And then depending on how you allocated those 28 points in Resto, you may be missing
Tidal Force
Nature's Swifness
Improved Mana spring/Healing stream totems
Reduced pushback
Ancestral Healing
Imp. Water Shield
etc. etc. etc.
Lets go back to the weapon choices. 281 spellpower, 36 haste, 44 crit rating (0.95% crit). on our offhand.
Here is the best shield, according to wowhead.
100 spellpower, 57 haste, 57 crit, 65 int. Enchant it with
Greater Int, we're looking at..

1.10 = 99 int , which then equates to
99 *
1.15 = 113 +spellpower
113+100 spellpower (100 being what's initially given to us by the shield itself = 213 spellpower.
But remember, at BEST we have 2/5
purification. Which means that our dual wielding spec is missing at LEAST +6% heal effectiveness.
213*1.06=225.78 spellpower (I know it's really not THIS simple, but just for a rough look at it)
Oh, but we also miss out on
Tidal Waves. HW gains an additional 20% of bonus healing effects.
225.78*1.20=270.936 +effective spellpower
We have 57 crit rating granted to us by the shield, which converts to 1.24% crit. We have 99 int granted to us with the shield+enchant+Ancestral Knowledge. 99 int converts into 0.59% crit. Tally those up and you've got 1.83% crit.
Another talent we miss out on is
Blessing of the Eternals, 4% crit. Added to the previously worked out 1.83%, we've got 5.83%.
Final tally for the shield in normal resto vs the weapon in "dual wield resto":
Weapon: 281 spellpower, 36 haste, 0.95% crit.
Shield: 271 spellpower, 57 haste, 5.83% crit.
Consider the abilities you miss out on.
Consider the other talents to miss out on (Ancestral Awakening is pretty awesome. Tidal Waves is awesome).
For another 10 effective spellpower?
Now, you could consider a slightly different build that doesn't go all the way down to get Mental Quickness, and just stops at Dual Wield with 31 points. You could pick up some nicer Resto talents (Such as
Mana tide and
+15% of Int to +heals), but you're still missing out on a lot.
If they ever come out with a 3-socketed caster-friendly (even if it isn't caster-based) weapon, one may want to reconsider the option. Or once we're in Cataclysm and have those 5 extra talent points.
