The common consensus seems to be that you won't
really
start seeing the effects of your resilience until ~800. I tend to agree and I would look at that as sort of a baseline.
As a Shaman who isn't Resto, any smart team is going to go for you first, and probably won't let up for the entire match (unless one of your opponents presents an easy kill for them.) You should fully accept this and be prepared to deal with it in every match if you want to play Elemental in the arena.
I personally feel like resilience and stamina are especially important for an Ele Shaman for this reason. It's particularly helpful against Rogues. Dealing with them is probably the greatest challenge for an Ele Shaman (though Arms Warriors aren't much easier.)
You say you are adept at LoS and kiting, so I'm not sure what help you will find on the boards. Maybe ask some more specific questions? Earthbind root and instant Ghost Wolf are the main survivability tools we have. (I hope you are making full use of Ghost Wolf's "cant be snared" effect. For example it totally negates Chains of Ice.) And of course Thunderstorm can be useful, but it's quirky and unreliable.
But yeah, there's a reason you are getting trained and it's because most people know Ele is a "cardboard cannon". I've never felt like I needed so much resilience as with this character.
How are you doing offensively? Are you able to execute burst combos, or are you totally preoccupied with staying alive at this point?
(P.S. It's essential that both your teammates understand how fragile you are, and that they will need to spend most of their time protecting and peeling off you. A team with an Ele Shaman has to focus on keeping that Shaman alive so they can put their incredible burst. Your Arms Warrior should be particularly focused on peeling Rogues off you.)
