It’s been a while since I leveled my boomer, but here’s my analysis:
I’d choose Moonglow over Improved Moonfire. In leveling, battles are short, and your DoTs won’t be as effective, so Moonfire is mana consuming and best used on occasions that warrant it. That's also why I don’t take Nature’s Splendor for leveling, which is a must at 80.
The point I put in Insect Swarm might as well go in Celestial Focus. IS is pretty inexpensive to cast, and quite useful against the occasional Elite mob or in instances against bosses. OTOH, note my point about DoTs for leveling.
Celestial Focus is mostly filler at this point. You should mostly be killing mobs who aren’t attacking you due to roots, so it’s mostly the spell haste from that talent you’ll be using… Not that critical at this point in your career.
Dreamstate, Moonfury and Balance of Power are all filled in eventually in my builds. This is mostly due to my aversion to drinking. Balance of Power is not very useful unless you’re dealing with mobs a bit above your level. Still 96% going to 100% chance to hit mobs your level is definitely worth it IMO. Hate when I have cast roots, they miss/are resisted, and I’m already starting on my next Starfire, have to stop and reroot, usually with the mob already banging away at me. One repositioning during a fight should be enough, as I recall. (SF-roots-SF until roots break-roots-SF until monster is dead or roots break, etc. Could open with roots, especially with IS against elites, and if your SF doesn't break roots until second casting; also in cramped quarters).
Dreamstate can be left out, and may very well be more efficient, especially depending on your gear (poor gear, poor Dreamstate). I just hate having to sit around and drink, so I maxed this quite fast. Moonfury is just so good a talent, obviously.
Improved Moonkin Form: You’ll want this at some point soon, but I went with Moonfury after Moonkin Form. Again, would depend on your gear. If you spend a lot of time in instances getting good gear, Improved Moonkin Form is better than if you run around in quest gear.
About Glyphs: I took Wrath early on, using it when the mobs are banging on my fat chicken body. If you manage to avoid this enough, then maybe get the Innervate glyph (what I'd do).

Also, at your earliest convenience, i highly recommend putting 3 points into Nature's Focus. being able to cast Healing touch, regrowth, roots, and wrath with that little interruption can really save you.
Also, once you get some ok gear, i find that Starfire > Roots > insect swarm > mooonfire > next mob rotation works wonders. by the time the roots wear off and the dots take their toll, if the mob isnt dead it has around 10-20% life left. easily taken out by a quick wrath. and the one point in Nature's splendor is also a big help. i usually time my rejuvs right after my regrowth. so that 1 talent point = 1 more rejuv + 2 more regrowth procs. very useful imo.

Sounds pretty mana intensive, and takes a willingness to allow your fat chicken self to be beat upon by mobs. :) But no doubt effective, especially when you pull two (by design or by mistake). A couple of points in making your Boomer angry (Owlkin Frenzy) makes being beat upon positively desirable.
Personally, I wouldn't touch Nature's Focus for strictly PvE purposes, although I do like the sound of going through mobs faster.

i levelled all of most of my characters through multi mob grinding. :P just finished leveling my lock, so a boomkin with two dots is about the same deal.
dot dot tab dot dot tab dot dot tab, barkskin > regrowth > hurricane. i did have to drink after every 2-3 pulls though :P
or, once you have access to it, typhoon > hurricane, then trees help immensely once you can get them.
also, owlkin frenzy is great. the mana regen is pretty meh, but i like the 10% damage, and its up about half the time.

Plenty of great things to spend your talent points on around this point. After this point, max out Wrath of Cenarius, and maybe Owlkin Frenzy (if your style involves getting hit regularly). Eclipse is mostly for instance boss fights IMO, again due to fights being over too soon. Earth and Moon is wonderful, get it when you get there.
So at lvl 57, it would look something like this:

After that (or at 59 if you're maxing Owlkin Frenzy), I'd start heading over to the Resto tree and start picking up these:

Start with Omen of Clarity before you start putting points in Intensity. A good idea is to respec around here, to put the points in Dreamstate into Omen of Clarity and Intensity, where they will regenerate more mana during fights (when you mana regen is weak).
If you're doing a lot of instances, consider Eclipse (considerable boost to DPS on boss fights), Gale Winds (considerable boost to multi-mob fights) and/or Starfall (causes wipes if used poorly, but is a great DPS-boost for both bosses and trash).
Although DrDrako's method of multipulling and AoE would probably look different (I'll leave that to him to describe). If you're on a non-PvP server, I'd recommend at least trying that out. AoE grinding is cutesy nice, especially with Rested bonus. :) On a highly populated PvP server, you might want to find someplace where ganking is unlikely for AoE grinding. It puts you in a rather vulnerable position.

having also levelled a pally as prot, and grinded / farmed on my 80 feral druid and warlock, i can say that unless you have great gear, you cant expect to be as good as these classes. but it is still possible, albeit difficult.
a few things i need to clarify.

my little bro's druid at lvl 51. so i already had typhoon and Treants. so i'm basing all this off of lvl 51+ gameplay.
what i did, is got a lot of + spellpower gear. before lvl 58, its kinda tough to get, but it is out there. via tailoring, and even some leatherworking stuff.
i'd toss up rejuv before a pull, procede to IS and MF 3-5 mobs. now, depending on how much damage i'd taken, i'd typhoon > barkskin > regrowth > moonkin > hurricane, skipping the regrowth if it was unnecessary.
is this method mana intensive? yes. but since you're leveling you can use innervate every 3 mins, potions, drink after every pull, whatever you need to do to keep your mana up, there arent really any limits like there are in raids, arenas, etc.
i would like to add that i did put points into Celestial Focus, so i got the most out of my hurricane. the less-interrupted starfires are also a welcome bonus.
