Someone correct me if I'm wrong, but doesn't Chain heal ignore group confines?
PoH also heals without diminishing effect, Chain heal has a diminished effect on the last player the chain hits.

You never actually responded to the point about PC being bursty in phase 3. You tried to cover it up by saying that it wasn't burst in phase 1 -- which is something I never denied and which was irrelevant to my point.
I did. In p3 it still is only a 1k dps DoT. I wouldn't call that bursty. Compared to what healers can put out that is a very small amount of damage.
It really depends on how you define burst damage. If you take the maximum player health as point of reference then it is not burst. If you take the healers capabilities as point of reference then it is not burst. Only if you take the players current health as point of reference it can qualify as burst.
For damage classification I really see no reason why players current HP should be the "correct" point of reference and why it is bad to chose any of the other two.
So the argument really is pointless. It just depends on how you define "burst" and then PC will classify as burst or it won't. I see now way to agree on a "correct" definition of burst.

No, it is a dot which WILL KILL YOU within 3 seconds if not healed, and there are two of them. Stop ignoring that. It's 2k DPS on heroic, by the way. 6,000 damage every 3 seconds.

If I as a healer can easily heal 10k hp within 3 seconds then 2k damage in that time can't really be burst. If I as a healer can only heal 1k damage within 3 seconds then 2k damage in that time are a huge burst.
This definition of burst is just as valid as yours and I see absolutely no reason to chose one over the other. They both make a lot of sense. It's just a matter of personal preference.

4.5k damage is still going to kill you if you're in any way doing it right. "Healer ability" does not come into it. Either the damage gets healed, or you wipe. Those are your options. The time-frame is explained by Corgan in the other thread.
I know the time-frame, my Tribute to Insanity achievement didn't grow on a tree ;) (well, actually it did since I got it on my resto Druid ...).
But the statement "either the damage gets healed or you wipe" isn't quite correct. Alagalon black hole damage is something that has to get healed. It hits the tank for a lot and then it gets healed.
PC works differently. The PC damage doesn't really have to get healed. What has to get healed is the damage from Leeching Swarm that made the guy with PC on it have low hp. After you heal that Leeching Swarm (and bring the guy let's say to 10k health) PC will hit for its 2k damage. That's 20% of his current HP and even by that point of reference it is questionable if that should qualify as burst damage.
It's something that I actually never thought about until now ;) When healing to save people from PC you never heal against the PC damage itself, it is insignificant compared to the swarm damage which is what you really heal against. Does that make the swarm burst damage?

im not a 80 priest yet, but we run our 10 man only guild with 2 priest healers. (Disc + Holy) and when we miss replenishment the Disc goes Shadow and the Shammy go Resto.
Yesterday we got Tribute to mad Skill (10 man) with 47 try's left and 1shotted anub, used the Shammy/Holy combo.
Penetrating Cold kills, leech damage isnt a problem our healers says. Penetrating Cold needs to be dealt with by DPS to, popping CD's to prevent the 1st tick as thats the killer tick.
Using the Absorb frost damage pot (last 2 mins) helps with this so healers has more room to react on the debuff. When dps starts to react fast with other (magic)damage mitigation skills than the chance on surviving and killing anoob is much higher.
I as mage can iceblock the debuff for example, less healing to me more focus to tanks the other penetrating cold victim.
Our healers were surprised it went so well according to our last week kill (26 try's left and 15 try's on anub with out pot's but using Disc/Resto combi). Healing it was alot easier to do and we didnt need to change healers like we did last week.
Once DPS starts to react on Penetrating Cold and try to mitigate as much as possible, healers has more room to react on the debuff.
p.s. According to our log's the leech ticks for average of ~550 damage. (note Vampiric Embrace + healing Stream totem helps to)
