It depends on the circumstances - if you're casting Lava Burst very close to its cooldown and a fight involves a lot of movement, then Glyph of Lava will be more valuable. If you're casting a higher ratio of LBs/other spells or are using fire DPS totems (searing, magma), then ToW will be more valuable for longer.
You can work out the precise theoretical value for you in

, but consider your circumstances before blindly accepting the figure!

I always looked at it with the Tier 9/10 setbonuses (affecting Lava Burst) in mind: If you had either of them, it would be better than ToW, if you used the spell like it's supposed to (read: at every cd)

4t9 and 4t10 do increase the value of Glyph of Lava in formulation by quite a bit, but the spellpower at which they're equivalent is still high enough that you can't guarantee that just anyone with 4t9 will have that much spellpower. For example I'm in 4t9 with a mix of normal and heroic 10-man gear and don't raid with all the buffs that prop up LB/CL, but my spellpower still falls quite a bit short of the threshhold.
Thus the effect of encounter considerations is probably more important than your precise spellpower value and set bonuses, though 4t9/4t10 do make it more likely that Glyph of Lava will be worthwhile. Conversely, using fire DPS totems (Searing, Magma) make ToW a lot more worthwhile.
