I believe for mages you'll want to gem for SP, Haste and Spell Pen., Because if you're good you won't be getting hit, therefore Resillience isn't as necessary. You should have enough Res. off of your PVP gear to start doing 3s.
But i don't pvp and my post should probably be disregarded.

Depending on your gear setup, you'll gem for Spellpower/Haste/SpellPen/Hit/Resilience. Those are really the only 5 things a mage gems for (unless he's Fire/Frostfire, maybe, but I don't know too much about their mechanics in PvP).
Get hit with talents to at least 6%. Get Spell Pen to at least 80 (use cloak enchant), better is 110-130. You'll split blues with Hit/Spellpen, Haste/Spellpen, or Spellpower/Spellpen. After that, gem your red for spellpower, your yellow for haste.
If you're primary role is dps, give spellpower preference. If your primary role is crowd control, give haste preference. If your gear setup won't get you above 450 haste, then definitely, regardless, give haste preference until you hit that.

Depending on the quality of PvP gear you have access to, there's little to no reason to deviate from these three gems:
Mysterious Dreadstone
Reckless Ametrine
Runed Cardinal Ruby
The first two being especially important until you're sitting on about 130 Spell Penetration (hitting 140 is okay so long as you're not sacrificing anything such as haste or spell power to accomplish it).
I don't mention any hit rating gems because there should be no reason to use them. Use a couple pieces of PvE gear and you can easily hit the 6% hit needed. And as for resilience- it's not worth gemming for because it results in sacrificing damage boosting stats.
That's highly presumptuous. Depending on their best PvE gear complementing with both hit and haste, many mages will have much better gear not spec'd towards that, or outright superior PvP gear. Supposing he can already sport the 2-piece Triumph Hood & Shoulders, fine, he's okay. Otherwise, you have to consider not everyone plays WoW 8 hours a day.
Also, yeah, people that say there's only one way to do things in WoW are just always wrong. Sorry, dude.

Half of them are restricted to the 3 major gems that Bhensley mentioned. But the other half either throw in a single variation (ex. Durable Ametrine) or use an assortment of gems to meet their requirements (ex. Shattered Eye of Zul) or an optimal balance (ex Quick King's Amber). In any case, this list gives you an idea of the gem cuts that arena mages use.
Also, I noticed I didn't carefully read Bhensley's post. He prefaced, "Depending on the PvP gear you have access to, there's little reason..." That's a perfectly accurate statement, and my interpretation was simply a misreading. My bad, Bhensley.
