Frost is pretty good for solo tanking bosses with adds. Well, at least much better than blood. Onyxia, Jaraxxus, Anubarak, Emalon, Ignis, Auriaya, Freya, Grobbulus... all manageable.
Frost is also pretty good for heroics. Many good AoE tools, makes it nice and simple.
After 3.3 its gonna be the only viable dualwield tanking build, although its power depends a lot on what weapons will be added with the next patch.

It absolutely fails at sustained aoe in raids, where you need to bring several high-hp targets down at once.
Frost just doesn't have the tools. HB's cooldown is too long and it only deals comparable damange with a KM proc.
It rocks in heroics with it's burst aoe though, as critters tend to die faster than you have to wait for a second KM and HB's cooldown.
On single target it's dps is good, I'd dare to say best of all specs avaible.
Well, that one depends on the player, but Frost certainly does have greatest potential in a tank'n'spank situation.
For tanking 3.2.2's reversal of Unbreakable Armor back to +armor buff made it kind of weak, but other that that it's the simplest tanking spec to play, with none of Unholy's burst threat issues, which generally makes tanking more enjoyable.
For soloing (elites) it's weaker as it's the only spec that doesn't get a boost to Death Strike's healing.
And don't think too much about "ranged options" here.
Death Coil gets replaced with Frost Strike, Howling Blast lacks the punch of your Obliterates even on multiple targets (unless it crits on them all).
It's on the same level as other specs in this field. Ranged combat is just an option for DKs, not a strength of any particular spec.
The special thing about Frost is that it's less cooldowny than Blood or Unholy, where Gargoyle, Ghoul and Dancing Rune Weapon play a big part in your overall gameplay.
Frost focuses on managing procs instead with Rime and Killing Machine.
Another fancy thing is that for other specs Runic Power ability (Death Coil) is their highest dps option when avaible.
For Frost the Frost Strike is just a filler for when you have nothing else to do (unless there's a Killing Machine proc, then it packs a punch).

Dual Wielding is probably a better option. Both hands taken into consideration I've gotten obliterate crits upwards of 9-10k (my gear is lame and i only have ~3k ap unbuffed). I have yet to see another death knight in my gear range outdps me, but I don't often raid with death knights so that isn't the best indication.
Plus I like frost's playstyle the best. I've raided as all 3 specs, and my dps was the highest as Frost DW and i enjoy it the most (you always have some sort of ability that you need to hit, the rotation is constant and continuous unlike ret pally).
