Well, unless I've missed something for some time, there's no macro conditional to check to see if your current target
is
a specific unit. I don't think you can do this as you've written it.

the only thing that I can come up with is :
/target focus
targets your current focus
/targetlasttarget
targets your last target
if you just want to use a certain spell at your focus you can always use
/cast
this will attempt to cast "spell" at you focus, if you've got no focus or you cant harm it, it will cast the spell as normal

Yeah, that's how you'd do them literally. There's just no way to say, "if my target is not my focus, then ___".
As for Quartz, I don't know. If it's not in the options, no -- not without editing the Lua.

The following will effectively swap your target and your focus:/tar focus
/targetlasttarget
/focus
/targetlasttargetI have it bound to left clicking my focus frame.
