Didn't really read the OP much. The reason the group rolls on shards as opposed to mineral nodes or skins is because the group could vendor that item otherwise. The enchanter can decide he doesn't want to DE for the group, but items will never go just to the enchanter so he can DE them and keep the shards in a PUG. If you could pick up a mineral node and vendor it, then rolling for the contents of that node might apply, but you can't.

Enchanting : Easy to level. Makes lots of money.
If you don't give your shards to the enchanter, he'll cry diamond tears over your grave, so you'd better do it.

If it's really that big of a deal......
With the change to trading BOP items now, why not just have everyone greed items (included the Enchanter) when no one needs the items?
Those that want to just sell the item they won for gold can do so.
Those that want to have their item DE'd can trade it to the Enchanter, and give back the resulting item(s) (if the Enchanter wishes to do so)

Your missing the point. That's exactly what clicking on greed or enchant will do. Let's say a nice blue drops that neither of us needs. Let's say you clicked on greed and rolled a 90 and I clicked on enchant and rolled a 60. What would happen is that you would get the item and then could go sell it. If I had rolled higher I would of gotten a shard instead of an item. The rolls for greed and enchant are equal.
In the need, greed, or disenchant roll hierarchy, greed comes before disenchant. It doesn't matter what the numbers are. If one guy rolls greed and another rolls disenchant, the greed guy wins.
Once this is implemented, the general rule in PuGs is going to be something like this :
"Need on mainspec, Greed on offspec, DE on everything else."

As an enchanter I don't count the shards as mine. However, it can be a bit frustrating that people expect you to DE for them just because you can. I remember in early wotlk that the price of an epic shard (forgot the real name) was 100g+. I made many people lots of money with my DE skill and all for free and then I had to pay when I needed them to craft something for me.
