I don't know about "requirements," but my 10 man group was able to kill complete Tribute to Mad Skill last week with the group comp below. It was our first ever kill of ToGC10 Anub'arak. We would've had Insanity but for a ridiculous RNG wipe on Faction Champions. Values provided are more or less unbuffed.
Tanks (Warrior/Paladin MT/OT):
~40khp, 50% avoidance (+miss chance), +~15% block. Don't know about armor/combined mitigation, etc.
Healers (Holy Paladin, Holy Priest, Resto Druid):
~2500sp, though likely all three hit 3k or more self/raid buffed due to trinkets or what have you.
DPS (Survival, Elemental, Destruction, Retribution, Arms):
Scaling steadibly from about 4k minimum to 6k maximum, an average of 5k on most fights. The holy priest went shadow and two healed Anub'arak for a close kill, but a lot (
a lot
) better performance than previous weeks with three healers due to the extra DPS.
With three healers, our combined DPS (including tanks) is about 25k, which is more than enough for all fights except Anub'arak, so there's some leeway to be had there. On the other hand, we do two heal Jaraxxus because killing the portals and volcanoes in time is often a very close thing, and the third healer is redundant in that fight anyway.

We found out the same thing a week or two ago. The extra healer is generally not doing much before p3, and getting there just becomes that much harder when you have a dps less. And the extra DPS also makes p3 that much better. :)
Numbers on Tanks looks pretty much spot on.
My unbuffed numbers are: 39016 hp, 57.80% avoidance after DR (Miss/Dodge/Parry) and 25320 armor.
