stop looking at ilevels for upgrades just because something has a higher ilevel dose not mean you will get more dps out of it. hit is big for our dps it is in fact the most dps per point over all of our other stats and you giving that up for a few more agil is a bad idea.

There will always be a time when the next upgrade means a hit loss, that needs to be compensated for. Its one of Blizz's ways to make sure we keep spending gold, which means doing more dailies, etc.
IF something is an upgrade, but you cant quite use it yet, just hold it in your bank until you can.Try to look for excellent gear that has hit, to compensate for your pieces that dont.
When looking for hit, I like to try to compromise--get some dps and some hit. Great examples of this would be agility+hit, or straight hit gems in yellow sockets since you will activate the socket bonus, or icewalker on your boots. Both of these provide dps while not compromising on hit. Also your belt buckle is a nice place for a hit gem, since it is prismatic and you dont loose anything (though going for the gain in a yellow socket is better imo). If you are dual weild-ing, the accuracy enchant is sweet, but pricey.

I got the same problem. I remember a month back I always was over hitcapped, and now I'm lacking ~50 hit all the time.
