Also, before Burning Crusade, it was our major spell. Back then, we only had Rejuv, regrowth, and healing touch. It's only there because they never removed it, and if they did remove it, people would complain forever that druids were nerfed because our NS heal would then have to be Regrowth...

I find healing touch just not part of the resto druid "style" of healing. Druids are HOT healers. They heal with HOT's is just what they do. The only use I ever had of healing touch was when tank took a crit (disappointing I know) and popped Nature's Swiftness for instant high heal. That's it. If you want big single cast big heals then druid is not the healing class for you. I had a healing priest and shammy in BC and both those beat druid in single big heal cast. I find paladin`s to be the best big heal casters. Have a friend with a holy pally and played with him a few times to get experience with every healing class.

Just because it has talents and a glyph doesn't mean its useful. Yes, there is the NS+HT combo, but that's about the only use for HT once you get nourish. The glyph actually makes the ability worse - the only purpose is that with talents and glyphs it's a faster cast (but less HPM and HPS at that point) than Nourish.
Before you get Nourish, HT has a place, but Regrowth works well there too. HT is actually useful for boomkin and really useful for Feral (feral gets the biggest benefit from it, as they will tallent it for the 10% phys damage anyway). Feral also can get instant heals with the new talent, although in PvP its more likely to be cyclone-regrowth-nourish.
So yes, you're right, for a resto druid, HT is fairly useless.

Right now it really is useless outside of the NS+HT macro.
My suggestion to fix it:
Give the 5 point HT talent an additional effect:
20/40/60/80/100% chance of proccing an effect like Inspiration (10% damage reduction) on the target you cast HT on.
That way a Druid could actually use it and become a viable tank healer with an interesting rotation. Glyphed Nourish on a fully hotted target would still be superior but throwing in the occasional HT would be worth it to keep the buff up.

Hee hee. iirc in Molten Core I used Regrowth and Rejuv mostly. Only problem was "Another more powerful spell is already active". More or less solved by sticking to your assignments, but still annoying. Healing touch was most useful back then downranked to the fast ranks. That's how I used it anyways. Occasionally used full rank when solo healing an offtank.
Nowadays it is indeed only useful in the NS/HT combo as many here have said. But that is far from useless even in a raid environment... bearing in mind you can use it multiple times every boss fight, and it is a life saving emergency heal. People who underrate NS/HT are generally people who are not fast enough to use it well :-)
As for speccing and glyphing HT.. no. Just no. Don't do it.
Buff your Nourish instead:
20% bigger spell power coefficient
(67.1% --> 87.1%)
Up to 18% more healing
with all HoTs up (24% with Wild Growth also? not entirely practical though)
25% more crit
Another 4% more crit
Yet another 5% more crit
(Tier 9 2-set)
Crits feeding
frequent shield procs
Crits feeding
frequent haste procs
For the debate about Moonkin PvP survivability - yes NS is nice, but more often than not NS/Cyclone is a better survival ability than NS/HT. A slightly crappy aspect of both is that NS takes you out of moonkin form.

With my gear hits around 12k noncrit, crit almost 20k. w/ Nourish full HoTs, it crits almost 13k. As you can see, a HT is way more effective for me than nourish, though, it is my 2nd best heal (Rejuv as 3rd.)Except for the fact that you can cast 2 Nourrishes during 1 HT (unless you really stack only haste)
