lol. actually the toning down of decimation (to 20/40) really does feel a little over the top on the ptr. with the dummy below 35% and me doing nothing but soul fires (and shadow dots to keep MC up) my 41/30 damage should have been insane but it really wasn't anything special.

a) you're over reacting. changes are being made, balancing is being done. save it for later 'cause it's all up in the air until it's live.
b) your small experience of the game is not enough to say who needs nerfing/buffing and if it were you would be too biassed to make the call anyway.
blizz made a cool game that we all enjoy, they've earned some trust. let's talk about all these changes and argue the pros, cons and ramifications if they should go live but let's not get upset or cry nerf about every little thing. that kind of thing derails constructive discussion very quickly.

Also this could mean a very nice boost to dps, depending on how they decide to scale it of course.
Pets scaling in Patch 3.3
We're still working on it. One stat that will almost certainly not get scaled to the pet is armor pen. It is technically (for obscure reasons) challenging to convert the armor pen rating from the hunter to the pet. Given armor pen's not so rosy future (as a stat on gear anyway), this one probably won't get resolved.
We'd still like to scale haste, crit and just about everything else. We'll get done what we can. (Source)

"viable" isn't really the kind of word that goes with comparatives like "more".
is it worth more? is it a stronger option than it had previously been? yes of course.
does it make such a difference that it might be worth forsaking tier 10 pieces to keep it? probably not.

that's the nature of the game so i wouldn't expect the pigeon-holing to stop even if the top spec does change. i wouldn't be at all surprised if there was a study on a desk at blizzard somewhere detailing how players will start to leave a game if they play the same spec for months on end and the result is constant "balancing"... not really in the name of balance but simply to promote change.

Assuming most destro locks Conflag has ~60% crit chance (FNB{25%}, Ruin{5%} and then a base crit chance of ~30%{including Backlash and Imp. Imp}) we can determine how much of a nerf this is. Assuming a fight lasts 5 minutes flat, and conflag is used EVERY time its off CD NO exceptions Conflag will be used 30 times. 18 of those 30 times will be crits.
Example (Factoring in Meta Gem):
3.2.2:
Conflag hit for 5k.
Conflag crit for 10.3k.
185,400 damage over the course of a fight from crits.
60,000 damage from normal hits.
245,400 damage overall from Conflagrate.
PTR:
Conflag hit for 3k+2k (5k)
Conflag crit for 6.18k+2k (8.18k, 79.4% of 3.2.2)
147,240 damage from crits.
60,000 damage from normal hits.
207,240 damage overall from Conflagrate.
This is 84.44% the damage done from Conflag.
Thats a (EXTREMELY roughly) 15.66% nerf to conflagrate. What effect this has on overall DPS varies; I haven't raided as destro in a while. It would depend on exactly what percent of your total DPS conflag contributes to. So I guess I didn't actually answer your question... A basic simcraft comparing current DPS to future DPS using the same gear base should answer your question better xD

No. That is a bastardized version of 0/41/30... Without picking up Emberstorm you will be lucky (I mean REALLY lucky) to pull 3k in a 25 man.
