If you wish to know if you are ready for ulduar i ask you a simple question...
Have you ever tanked naxx from start to finish?
The answer is the same.
Edit!*
Maybe i wasn't clear enough before, could your gear get you places in ulduar? maybe.
Do you have the tanking exp for it? No

Ur not ready for Ulduar quite yet. U need a very small change to ur spec, take 2 talents from
Conviction
and put them into
Crusade
, 6% damage increase > 3% crit.
Also u may want to move 2 talents from Convicition to
Vindication
. Why do that? Because it sales with lvl, to about a 500AP debuff at lvl 80, considering most bosses have around 500AP, u will be taking far less damage (unless it is a caster boss, then it is worthless).
U need far better glyphs. Try to get
Glyph of Seal of Vengeance
(must have),
Glyph of Divine plea
(must have), and the third is up to you (although i like to have
Glyph of Hammer of the Righteous
).
For minor glyphs, get
Glyph of Lay on Hands
,
Glyph of Sense Undead
, and the third one is up to you.
You have awhile to go yet though until u can do Ulduar, even after these changes. Like mentioned, get epic stamina gems to increase ur health pool, and enchant your gear (hands and feet). Otherwise this farm heroics for more tier gear and do raids, then u should be set for Ulduar (also see about replacing your blues, seeing ppl with blues in Ulduar can kinda scare ur party).
Edit: fixed glyph link.

I am fairly sure vindication works on bosses, although not certain. Crusade is much better than crit, it is 6% extra damage.
You should be tanking with seal of vengeance (it is almost pure holy damage which is why u should tank with it), the 10 expertise is not rating, but actual expertise, it decreases the chance u will get parried by a boss or mob by a massive amount.
Seal of Vengeance is the tanking seal by default, it creates FAR more threat than other seals. The glyph is unbelievable, there are warrior tanks that would die for that much expertise and it is given to us in a single glyph. The glyph is worth at least 3-5 talent points, this to let u know how great of a deal it is. Doing that will increase ur threat by a large amount, and when doing higher end instances dps will be riding ur rear end in threat.
Edit: So yes, take 2 talent points out of Conviction and put them into Crusade. I am not sure if Vindication works on bosses, and even if it don't it is nice for mobs, if someone else can mention if it works on boss or not, that would be a great help (Got to go offline). If it does work on bosses, then it is definately worth the loss of 2% crit.
So all together, if vindication works on bosses, take 4 points out of Conviction and put 2 in Vindication and 2 more into Crusade. That would increase threat.

Warrior and feral druid both has their own debuffs for Attack power, of course ur relying on them to apply it.
Since u are asking about 10 and 25 man, the chances are u will have a warrior or feral druid in ur group. If u don't think u will, then it will probably be worth picking up, but the chances are u will have a warrior or feral druid around.
If u think they will be around, then u should skip Vindication and leave those talent points in Conviction. But to be on the safe side, be sure to let the warrior or feral druid know that u want them to apply their debuff. Sometimes warriors don't apply it cuz they feel they need the rage for something else.

Other way around unless you think DONT STAND IN THE FIRE is experienced at this point. You can know the encounter like the back of your hand, if youre not geared enough to take hits youre dead.

Yep, it isn't hard to outgear heroics. If you out gear them, then they won't be hitting u hard enough, if at all, to be giving u mana regen from heals. There are many ways to fix, such as:
drinking between pulls.
not wearing a piece of armor so u take more damage.
suck down TBC mana potions
After a fight, have ur gear manager have a set of this normal clothes and quickly switch between them and ur tanking gear, so when u put ur tanking gear on, u are missing 20K+ health and ur healer will have to heal u for that much.
use judgement of wisdom.
use seal of wisdom.
Arggo more mobs.
get a lower lvl gear set for heroics.
kill critters in between fights to keep Divine plea up.
get the craftable frost resist gear and wear it, it has 0 avoidance stats and a ton of health so u can take more damage.
If u are going oom during raids, then u are probably doing something wrong.

Ur gear score will improve if u make all the changes listed above, including getting epic gems and don't gem for set bonuses, this gem what is necessary for u to stay defense capped and keep ur meta gem activated, otherwise go all stamina. Get ur boots and hands enchanted. Also get the T-8 helm from badges. The T-8 set bonuses are still an upgrade for you. Get the pants from Conquest badges. There are many upgrades u can get with badges yet.
U can do Naxx for badges, there isn't much gear there that will be an upgrade for u. This farm anything u can for badges. Ur profession of skinning isn't really bringing u anything, try blacksmithing to make ur own gear and to be able to get extra gems in ur gear. Jewlcrafting and Blacksmithing are the best 2 professions for tanking, and when Hardened Saronite comes out with the new gear, u will be happy to be a blacksmith.
There isn't a lot of room for a tank to slack, they need to be on top of their gear to be able to keep their party alive and to advance in the game's content.

U might want to stack up on some of the ore also that u can mine right now. They are super expensive, i would save a ton of gold before using the AH to lvling them.
U might want to keep mining and get rid of Skinning and use the mats from mining to lvl Blacksmithing, rather than drop both professions at the same time (but make a lot of gold before dropping skinning, JC costs anywhere from 2-5k gold to power lvl on the AH.)
I was actually refering to
Wyrmguard Legplates
, but the tier pants are good also. The Wyrmguard Legplates will force u to gem for defense and hit rating, if u want to stay caped, but add a nice amount of threat. Paladins shine most as blockadins, not avoidance tanks, but avoidance is very important (u don't want to go over block cap). I would get the tier pants to hold on to for the 4 piece set bonus, u don't need to equip it though until u get the 4th piece.
Otherwise it sounds like u are almost ready to tank Ulduar. I would this want u to get rid of the cloak, and all ur blue gear, ppl seeing blue gear on u will jump to the conclusion that ur not geared enough. Also ur gear is mostly made of of items with a score of 200, getting high scored gear will help u out a lot. Beating the first few Ulduar bosses isn't too difficult though (Don't expect to get past all the bosses). Also do the heroic daily for Emblems of Triumph gear. Getting hodir rep to exalted for the shoulder enchant is also a good idea.
I have seen ppl get past the first few bosses in pretty bad gear, so i think u could get past them if u went in there after a few pieces of gear getting changed. Ur guild might be nice enough to bring u along to kill the first few bosses for gear for u and for u to get some practice, i wouldn't ask though until u get some more upgrades on ur gear. U want ur gear score quite a bit higher before u do Ulduar (I am assuming u will be putting in epic gems in any of the rare and epic gear u replace and get them enchanted).

It is this better to take what u can to get to avoidance cap, and to do that, it is easier to grab gear with block on it.
The big issue though is that there is now a block cap, which is around 20%. So only gearing for block isn't a great idea, since hitting the cap isn't very difficult.
Block rating is different from block value. They are two completely correlated, yet different stats. It is the Shield block value that is nice, not the block rating, although they work together well. Go to
Here
for stat information (it is under stat priorities).
When u get into higher lvl content, u will need more threat cuz u "should" be with players who can deal massive amounts of dps, around 4k+. Getting a stat that increases threat by a lot, yet decrease damage taken is a very nice stat to take.
