I offtanked today's Onyxia run for the guild I'm in, and I got Singed Vis'kag the Bloodletter.
Since I can't find it on Wowhead;
One hand
Speed 2.60
325-605 Damage
(178.8 Damage per Second)
Item Lv 232
Chance on hit: Delivers a fatal wound for 2000 damage
Can I see this replacing my Aledar's Battlestar or my Razorscale Talon? Or is it just vendorloot?

Check how often it procs. If it procs fairly often, then replace the talon.

have a feeling
Empowered Deathbringer
,
Singed Vis'kag the Bloodletter
, and
Temprered Vis'kag the Bloodletter
were made just for Dwield frost dps if not just for the sake of redesigning as bank items
they could very well prove to be quite effective for others but we'll have to wait and see

Temprered Vis'kag the Bloodletter should not be vendored as it does have quite high of a dps rating and is a slow wep. As for the proc, im not sure if it has a ICD or just procs randomly... but shouldnt be completely worthless

During a 7:46 training dummy session, it procced (proced? procked? pr00k3d!) for me 12 times, netting 1.3% of my overall damage. It even scales slightly with ap :D The big thing is, although it is statless (causing hb to miss twice, meaning I just need to update my two 16hit gems to 20s) it does massive white damage. As you should know, this is a dks number one "stat," making this weapon FAR from vendor trash.

The proc on the bloodletter should be excellent for burst.

the general rule of thumb that slower=better is because slower tends to yield higher top end damage but the actual speed is of no concern (except for a shaman's flametongue weapon) and the bloodletter has outstanding top end damage, no difinitive word on the procrate yet but it would probably be within the ballpark of 5% and like any weapon proc has no ICD just an average PPM

Well as I posted above, I got 12 procs in a 7:46 dummy test. Id love to see some more testing to narrow down the ppm estimate.

also worth mentioning are the revised
vendor
strike
weapons, thunder for druid/DK tanking and shadow for feral/DK melee dps even hunters
the only drawback is the procs remaining identical in potency to what they were at level
6
0
which i sincerily hope is just a mistake which could be as currently the use doesn't transform shadow>thunder or thunder>shadow but conjures a new weapon and uses charges...hope it's a mistake to be corrected soon and work the same way is the originals with a scaled proc
and
Quel'Serrar 2.0
/
Quel'Serrar 3.0
may very well be the best Dwield frost tanking sword in game with its armor and defense proc boosting both mitigation and avoidance so long as they don't try to be def capped only while the proc is up like with the sigil... /sigh
yeah the damage range is low but i can't think of another 1 hander that gives as much armor and avoidance, could always toss a 600+ top end weapon in the other hand as it's unique..unsure if V2 and V3 can be used together or if they share the unique function
when do we get a reinforced earthshaker or flame wrath?

Just a note regarding
Viskag
. I picked one up last night as well, and while dummy tests are less than desirable I noticed one thing. No buffs at all besides Blood Pres, It procced 3 times in one minute test, doing 1553 damage each time on a heroic dummy. I repeated the same test on a level 80 dummy, and the proc hit for 1609 with the same buffs. I then had a feral druid and a ret paladin join my party, for the 8% crit, mangle, and 3% damage. The damage on the proc jumped up to 1658, indicating it was effected by the 3% damage from the ret paladin, but not mangle. I currently have 9.36% armor pen.
I just threw on armor pen gear, jumping from 9.36% to 24.79%, causing the average strike to become 1640 on a heroic dummy, with no buffs. This indicates it is effected by armor and +% damage buffs.
Also, out of 15 procs today, I've had one crit, so it is possible to crit, however I do not believe it uses melee/spell crit, or else I'm really unlucky. (24% Melee and 17% Spell)
EDIT: Just noticed the crit was for 3378, meaning it is also effected by Deathknight's Runic Focus.
http://www.wowhead.com/?item=49296
And if i remember right in the old days it was 3% proc chance and no ICD.
