I constantly see this question being asked, so I felt I should answer it. Thrall, is technichally a multi-class character. Before he met Grom Hellscream, while in durnehold, he was a blade master, an orcish gladiator forced to fight for humans entertainment.
There, happy now?

Or you can go for the actual Lore reason and not game mechanic.... he's wearing the Warchief armour of Doomhammer, one of his mentors, and that is why. Remember, this is the Lore board Face, not the Game mechanic one heh.

This. When people see Thrall in that armour, they automatically think of Orgrim Doomhammer, one of the greatest leaders of the Horde.

On a personal level I think Thrall is a greater leader then Doomhammer was, but seeing the armor on him inspires orcs who remember Doomhammer to fight on, so he wears it to honor him and what he stood for back then. Just another reason why Thrall is so awesome.

Doomhammer's Legacy
After the orcs found a land of their own, which they called Durotar after his father, Thrall established the city of Orgrimmar in honor of the venerable Warchief, his mentor and friend.
Thrall still wears the black plate
and carries the hammer that was synonymous with Orgrim Doomhammer, fulfilling his weapon's ancient prophecy.
Off of Doomhammer's page, under Legacy.
And the Lightening may be your friend.... but it can't always be in control heh.

Shamans seem to be able to conduct the lightning through there bodies without it doing damage, so having plate armor that conducts lightning wouldn't do any damage considering.. it might even help with conducting it, be it mail or plate, and why all shamans wear a metalic suit of armor.

Btw. I don't think that there are any lorewise reasons that forbid plate wearing mages.
After all we got battlemages, elemental shamans (nature mages) who can use mail and paladins (plate wearing holy priests).
Damn game mechanics, I want to tank warriors. Or roll a battlemage.
Elemental shamans are NOTHING like mages. They worship the elementals and respective spirits and call upon their powers to utilise them in combat or for healing. Because this is channeled through worship, it is considered "Divine" magic.
Mages, however control the elements through using their own inner energy (Mana) to bend them to their will, this is "Arcane" magic.
Divine magic = Good, burning legion doesn't feed off it and so does not attract them.
Arcane magic = Less good, what attracted the burning legion to azeroth. Dumbass night elves, listen to your trolls, they knew not to touch the stuff!

gameplay restrictions do not exist on lore.
for example, in the game, a mage can't even pick up an axe, what's up with that? I mean, one thing is that they can't use it properly like a trained person would, but they can't even carry it on their hands.
on lore, ronhin picked up brox's axe after the sundering, and waved it above his head in an orcish salute of honor for him.
just because on the game stuff is written in stone, doesn't mean it's also on the lore.
I mean, can you imagine a druid trying to prepare some food, and going all like "darn, I can't use knives, or blades to cut the meat, I have to use a hatchet because my class can't pick up blades"
on the game u can't wear plate as a shaman, but on lore u can wear whatever the heck u want to, as long as u have the training for it.
before becoming a shaman, thrall was a warrior and a gladiator, so he's used to brandishing melee weapons and heavy armor.
now that he's a shaman, he didnt' suddenly "forgot" this training, so he uses his mighty shamanism combined to his black plate and massive hammer.
(and yhea, on the leggins it does looks like mail, but the chest-plate and soulders are definitly plate, there's no mistake there)
