I'd say, no vendors - a guild hearthstone would be cool, though. Perhaps some perks might be:
Meeting hall
- Simply a large room meant for the guild to gather in. Sure, you can all just talk over chat, but special events like raffles, pre-raid planning and the like could benefit from people being actually there. <Gnome Depot> or the like could be a shop where you would purchase themed sets for the hall.
Feast hall
- Tables with a variety of food ready to eat - fish feast, giant feast, that sort of thing. Lootable food would probably be limited to alcohol. The different types of food would need to be purchased from a <Caterer> vendor.
Portal Room
- Allows you to play Portal within WoW - hehe, just joking. From the Portal room you may easily return to Dalaran. Additional permanent portals may be purchased from <Portal Trainers>, perhaps. I'd like to see the ability to buy Portals linked to raid meeting stones.
Trophy room
- if a raid boss's head (or heart, or eye, or phylactery) has been looted and turned in by a guild member, it shows up in the Trophy Room, along with the names of everyone who has done it. Also in here - legendary weapons (the trophy being of course a 'replica'), and a wall of accolades listing raid or pvp achievements completed by those of a certain rank.
Visitors could be brought in so long as they had an appropriate, limited duration . Perhaps any officer could issue one.

Not that its a bad idea, GW is not the first mmorpg to enstill a Guild hall, look back to the older games such as Asherons Call and you will see they had alot to do with how MMO's are now made. I however would like to see guild halls in WOW, it would make things more diverse, and maybe you have a game room in it where all the heads of previous raids have been slightly scaled down to fit within the wall, but to also give eash player within said guild their own space...
The one major thing about wow that i like over GW though is the fact that not all of your characters are bound to the same guild and/or share the same name.
IE: Your main is names Earl, but when you login to an alt say its name is Merc it will say on your list: Merc(Earl) kinda dumb.....

I think because this would empty Capital Cities...
But seriously, some capital cities are already empty. Think of Darnassus or ThunderBluff...
