Wow, you really went for the gusto on hit rating there...you're WAY over the cap. Even counting the 64 hit you'd lose switching to the Cord, you're still well above the cap (by a good 70 points or so). Shoot for 289, anything above that is essentially wasted.
That being the case, if you're crating a tailor belt, you may want to get one of the boots crafted as well (Savior's Slippers, or Spellslinger slippers), they have a red/blue slot combo that are great for fulfiling the meta requirement and a +7 spellpower bonus. For the other blue, I'd say go for the legs you can buy from the Conquest vendor for a relatively low amount of badges, I wouldn't put an epic gem in your current pants with such a nice upgrade readily availiable.
In the meantime, I'd just swap out two of your hit gems for some 12sp/10spi gems to activate your meta, and gem your new belt with 2 runed cardinals and a Potent Ametrine, which coincidentaly is exactly what I use.
Basicly, you don't want your meta requirements hinging on gear that may be replaced shortly. Theres nothing worse than getting an upgrade, only to be unable to use it because of 'killing' your meta. You'll save youself a lot of headaches if you keep your blues on gear that'll be kicking around for a while.
By the way, I want your trinket :)

get Cord of the White Dawn for use as a Shadow Priest. You're better off getting the Sash of Ancient Power and then dropping that infernal staff for a
better combination

Considering the Sash of Ancient Power offers hit...which she doesn't need at this point, and haste, which Shadow priests scale terribly with, I fail to see how it would edge out the Cord of the White Dawn.
And as for the two hander verses the main/off hand combo? That's trading a lot of base stats for some crit, haste (which again is only maginally useful). One might argue the gem slot puts it ahead in terms of raw SP, but the various shadow buffs to spellpower through spirit gives the staff the edge. I use that dagger/off-hand combo, and I'd trade it in a second for that staff.

Haste is more than twice as powerful as Spirit. I don't know where you're getting your information, but it's flat out wrong. White stats are not Shadow Priest stats.

. You are more than 120 hit over the cap. That staff is doing nothing for you. By keeping hit rating on your belt, and dropping the very badly itemised staff, you do far more for your DPS.

Now we're entering into min/maxing territory, not somewhere I particualary care to go. I was refering to haste as it pertained to the character, didn't quite feel it was neccesary to go into softcap versus post-softcap benefits, pseudopower and such. And yes, you ARE correct, and thats definitely an interesting discussion on spirit/hit (not that I don't sucscribe to the same school of thought), but within the context of the character at hand, 99% of any itemization problems will be solved by upgrading the Neck/legs/belt to conquerer level gear.
Besides, theres the time issue to consider here. This is somebody who still needs to upgrade to the conquerer level pants, neck, and belt, using 25 badges to solve what amounts to an (IMHO a very small) itemization problem with a lower level item seems like a poor use of time. Heck, loosing the belt and the hit gems alone just about close the gap between the cap.
