At level 80, 32.79 hit rating points gives you 1% melee hit. The hit cap of 8% means you need 263 hit rating to be melee hit capped.
However, Taunt is considered a spell. 26.23 hit rating per 1% spell hit at level 80. Therefore if you are melee hit capped with 263 hit rating, you have a 10.03% chance to hit with spells. However, against a level 83 raid boss the spell hit cap is 17%. Improved Faerie Fire or Misery debuffs on a boss will reduce this spell hit cap by 3% (so down to 14%). That's still a 4% chance to miss. (Draenei in the group would be another 1% off.)
Note that Shockwave and Thunderclap are also considered spells and thus use the Spell Hit conversion of 26.23 per 1% and have a 17% miss rate on bosses.
The glyph of taunt increases your chance for taunt to hit by 8%, meaning you would need 237 hit rating (without IFF or Misery) or 158 hit rating (with IFF or Miser) for taunt to always land if you are glyphed for it.

If x = .999, then 10x = 9.990 (not 9.999).
10x - x = 9x = 8.991
x = .999 (not 1).
If you meant 9.999...999 repeating to infinity.. that is nonsensical to do math with.
If you meant x = .999999 truncated to 3 digits to make .999, then the 4th digit still becomes zero when you multiply it by 10.

The lines under the 9's mean that they are infinitely repeating.
And I believe taunts are melee hit as of tBC, at least that holds true for paladins so I'd assume the same of warriors who don't even have spell power...

Read my post that is three up from this one. Taunt uses spell hit; that's why there's a glyph for it. You still miss if you are melee hit capped. Go spam taunt at melee hit cap on a Boss dummy.

Not hit-capped, never was, never will be :P
Anyways, I looked around the patch notes and threads referring to it and found that it says that melee hit effects taunt (tBC) not that taunt is capped by melee hit, so you're right on that one.

for lvl 82 heroic boss/trash, spell hit cap is 5.4% ? (same as melee hit cap) ?
Level 82 spell hit cap is 6%.
